It shall be the duty of officers designated by the chief of police to enforce the provisions of this title.

Officers of the police department are authorized to direct all traffic either in person or by means of visible or audible signals in conformance with the provisions of this chapter; provided, that in the event of a fire or other emergency to expedite the traffic or safeguard pedestrians, officers of the police or fire departments may direct traffic, as conditions may require, notwithstanding the provisions of this title.

The chief of police is authorized to close, temporarily, any street or highway in an impending or existing emergency, or for any lawful assemblage, demonstration, procession, construction or demolition; provided, that there is reasonable justification for the closing of such street.

The chief of police is authorized to prohibit, temporarily, parking on any street or highway or from any public place or private real property or part thereof in an impending or existing emergency, or for a lawful assemblage, demonstration or procession or to facilitate the orderly conduct of elections in and around polling places; provided, that there is reasonable justification for such prohibition. Vehicles parked in places where parking is prohibited temporarily may be moved by or under the direction of an officer. To implement the provisions of Public Law 98-435, the voting accessibility for the Elderly and Handicapped Act, and to promote the fundamental right to vote by improving access for handicapped and elderly individuals to polling places the traffic commission is authorized pursuant to Section 10.04.020 to make temporary parking prohibitions on streets or highways in and around polling places and on any public or private real property where polling places are located.

The location of all bus stops, bus lanes, taxicab stands, service zones, ambulance zones, areas for parking by handicapped persons only and duly licensed stands shall be designated by the chief of police, subject to the approval of the traffic commission. Handicapped person parking zones shall be designated by the chief of police subject to the approval of the traffic commission only at the residence of the handicapped driver whose vehicle bears the distinctive number plates authorized by Section 2 of Chapter 90, General Laws.
