Upon such roadways as are divided by a parkway, grass plot, reservation, viaduct, subway or by any structure or area, drivers shall keep to the right of such a division except when otherwise directed by an officer, or by official signs, signals or markings.

The driver of a vehicle shall not overtake and pass a vehicle proceeding in the same direction unless there is sufficient clear space ahead on the right side of the roadway to permit operation of any vehicle ahead.

The driver of a vehicle, when about to be overtaken and passed by another vehicle approaching from the rear, shall give way to the right in favor of the overtaking vehicle, on suitable and audible signal being given by the driver of the overtaking vehicle, and shall not increase the speed of his or her vehicle until completely passed by the overtaking vehicle.

No person shall drive in such a manner as to obstruct unnecessarily the normal movement of traffic upon any street or highway. Officers are authorized to require any driver who fails to comply with this section to drive to the side of the roadway and wait until such traffic as has been delayed has passed.

No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk and on the right half of the roadway to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic-control signal indication to proceed.

The driver of a vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard to the speed of such vehicle and the traffic and condition of the street or highway.

The driver of any vehicle before starting, stopping, turning from a direct line or backing shall first see that such movement can be made in safety. If the operation of another vehicle should be affected by a stopping or turning movement, the driver of such vehicle shall be given a plainly visible signal.

A. 
Every driver of a vehicle, railway car or other conveyance approaching an intersection of ways where there exists facing him or her an official sign bearing the word "stop" or a flashing red signal indication, such signs or signals having apart from these rules and orders the written approval of the Department of Public Works of the commonwealth, and such approval being in effect, shall, before proceeding through the intersection, bring such vehicle, railway car or other conveyance to a complete stop at such point as may be clearly marked by a sign or line, or if a point is not so marked, than at the nearer line or crosswalk of such intersection. In the case of a line of two or more vehicles approaching such "stop" sign, or flashing red signal indication, the drivers of all vehicles must stop before proceeding through the intersection. This section shall not apply when the traffic is otherwise directed by an officer or by a lawful traffic regulating sign, signal or device.
B. 
In accordance with the provisions of subsection A of this section, the streets listed in Schedule IV of this title constitute isolated "stop" streets or flashing red signal intersections, as the case may be, and such Schedule IV is specifically incorporated in this section.

No operator shall enter upon the road surface of any street or highway or section thereof when, by reasons of construction, surface treatment, maintenance or the like, or because of some unprotected hazard, such road surface is closed to travel, and one or more signs, lights or signals have been erected to indicate that all or part of the road surface of the street or highway is not to be used, or when so advised by an officer, watchman, member of a street or highway crew or employee of the city, either audibly or by signals.

The operator of a vehicle emerging from a driveway, alley, alleyway or garage shall stop such vehicle immediately prior to driving onto a sidewalk, or onto the sidewalk area extending across any such driveway.

The operation of any vehicle on or over public beaches, unless on ramps provided therefor, is prohibited.
B. 
For the purposes of this section, "vehicle" means every device in, upon or by which any person or property is or may be transported upon a street or highway, except devices moved by human power.
C. 
The provisions of this section shall not apply to drivers of emergency vehicles while operating in an emergency and in performance of public duties when the nature of the work of any of these necessitates a departure from any part of this section.

No person shall drive or propel any vehicle used primarily for the display of advertising signs without first obtaining a permit therefor from the chief of police.

No person shall ride on any portion of a motor vehicle not designated or intended for the use of passengers; except, that an employee or invitee of the owner of a truck may be permitted to ride in that part of the truck within which the load is usually carried.

No person shall board or alight from a vehicle while it is in motion.

A. 
No person shall operate a motorized scooter, motorized skateboard or other similar motorized vehicle on any public way, street, or sidewalk or on any property owned by the city.
B. 
The following vehicles shall be exempt from the provisions of this section:
1. 
Vehicles licensed by the commonwealth as motor vehicles;
2. 
Vehicles used by handicapped persons; and
3. 
Landscaping vehicles and/or equipment.
C. 
Any person violating the provisions of this section shall be punished by a fine of one hundred dollars for each offense after a warning for the first offense only.
D. 
All ordinances or parts of ordinances inconsistent herewith are hereby repealed.
E. 
The ordinance codified in this section shall take effect upon its passage.

A. 
Every person operating a motor vehicle which is in any manner involved in an accident in which any person is killed or injured or in which there is damage in excess of one thousand dollars to any one vehicle or other property, shall report such accident within five days to the registrar and to the police department in accordance with the provisions of Chapter 90, Section 26 of the General Laws.
B. 
Any accident involving injury or death to any person shall, within twenty-four hours, be reported and a detailed statement thereof submitted in writing to the police department of the city. The operator shall sign such statement. Should the operator be incapacitated to such an extent that he or she is unable to file such report and sign such statement, then it shall be prepared and filed upon his recovery. The report shall be made on a form prepared and furnished by the police department. Compliance with this section shall not relieve the operator from the responsibility of reporting to the Registrar of Motor Vehicles any accident in which a person may be killed or injured.
