No operator shall turn a vehicle so as to proceed in the opposite
direction, unless such turn can be made without backing and without
causing any approaching operator to slacken speed or change his or
her course.

No operator shall back or turn a vehicle so as to proceed in
the direction opposite to that in which such vehicle is headed or
traveling on any of the streets or portions thereof listed in Schedule
II(A) of this title.
