The purpose of the resident sticker parking program is to maximize the availability of parking for Revere residents while discouraging long-term visitor parking on residential streets and commuter parking near public transportation access points.

The director of parking shall oversee the resident parking sticker program. The program requires that residents, who own a vehicle, and individuals moving into the city of Revere with a vehicle, register his or her vehicle in the city or have his or her registration changed to reflect that the vehicle is principally garaged in Revere.
A. 
Resident parking stickers shall be valid for a designated one year period and shall expire on the last day of the calendar year. No more than one resident parking sticker shall be issued per motor vehicle.
B. 
A vehicle displaying a valid residential parking sticker on the vehicle shall be permitted to stand, park, or stop on the street where the applicant resides or on an adjacent street. The provisions of this chapter shall not relieve any person from the duty to observe other ordinances prohibiting or limiting the stopping, standing, or parking of vehicles at specific times.
C. 
A new resident moving into Revere must obtain a resident parking sticker or appropriate placard prior to parking his or her vehicle on the public street.
D. 
A resident parking sticker shall not guarantee or reserve a parking space on the street on which the applicant resides or on an adjacent street.
E. 
The following vehicles are not eligible under this chapter:
1. 
Vehicles bearing taxi plates;
2. 
Vehicles bearing livery plates;
3. 
Vehicles bearing commercial plates;
4. 
Vehicles, buses, and campers exceeding twenty-five feet in length;
5. 
Vehicles bearing dealer plates;
6. 
Vehicles bearing repair plates;
7. 
Trailers not attached to a vehicle with a resident parking sticker;
8. 
Vehicles not displaying a resident parking sticker that are being repaired or awaiting owner pick-up during the designated resident parking hours.
9. 
Vehicles bearing passenger plates with junk and/or equipment and tools, including but not limited to ladders, snow removal equipment, landscaping equipment, appliances, plumbing supplies, and/or wiring contained within a truck bed, visible, and/or attached to the outside of any vehicle.
a. 
Vehicles found in this condition, displaying a resident parking sticker shall be in violation of this chapter and the resident parking sticker will be revoked immediately.
F. 
The following properties, having more than six units, shall be eligible for only one parking sticker per unit. Additional vehicles per unit will not be eligible to receive a resident parking sticker.

A. 
Each applicant shall submit proof of residency and current motor vehicle registration issued by the Commonwealth of Massachusetts Registry of Motor Vehicles affirming that the city of Revere is the applicant's residence or that the vehicle is principally garaged in the city of Revere. Such proof shall be submitted along with the city of Revere's application for a resident parking sticker supplied by the parking department and a self-addressed stamped envelope. A self-addressed, stamped envelope shall not be required for applications submitted online or in-person after the new permits are released. Any of the following documents shall be accepted as proof of residency:
1. 
A valid driver's license bearing the correct city of Revere address;
2. 
A valid motor vehicle registration bearing the correct city of Revere address;
3. 
A current real estate tax bill (most recent quarterly bill), municipal water bill (most recent quarterly bill), gas or electric bill (previous month's bill), bearing the applicant's name;
4. 
A current and valid rental or lease agreement for the rental where the applicant resides.
B. 
Active military shall submit one document proving residency, a copy of his or her orders showing an active-duty assignment in the area, and valid motor vehicle registration issued by the state in which the vehicle is registered.
C. 
College students shall submit one document proving residency, a letter from an area college stating the applicant is enrolled full-time, copy of the RMV Non-Resident Driver Statement required to be filed with his or her school by MGL c. 90 § 3, and valid motor vehicle registration issued by the state in which the vehicle is registered.
D. 
Applications are accepted:
1. 
By mail only from October through December of each year;
2. 
In-person only after the release residential parking stickers for the new year are in effect, or after January 1st.
3. 
Online at the link provided on the city of Revere's official website.
E. 
All applicants shall have paid his or her motor vehicle excise tax and parking violations owed to the city of Revere.
F. 
A resident parking sticker shall be issued once proof of residency and payment of motor vehicle excise tax and parking violations has been confirmed.
G. 
The resident parking sticker shall be affixed to the lower left-hand corner of the windshield.
H. 
There shall be no charge for a replacement resident parking sticker if the original residential parking sticker or fragments thereof including the sticker number are returned. If the original sticker is not returned, the application will be processed as a new sticker, the applicable fee shall be charged, and proof that the original vehicle is not on the road with the original sticker must be supplied.

A. 
Only one applicant per address, who provides proper identification, may be issued at maximum one visitor placard per calendar year. Visitor placards may be requested at the time the applicant files for a resident parking sticker. Addresses listed in Section 10.34.020(G) shall not be eligible for a visitor placard.
B. 
Visitor placards cannot be used on any vehicle owned and operated by a resident of the household or on a vehicle excluded by Section 10.34.020.
C. 
Visitor placards are to be used only while visitors are actually visiting a residential household and are only valid on the street of the address to which the placards are issued and on an immediate adjacent street. A visitor placard does not guarantee or reserve a parking space on the street on which the visitor placard owner resides. Visitor placards are required to be displayed between the hours of 12:00 a.m. and 6:00 a.m.
D. 
Visitor placards shall not relieve any person from the duty to observe other ordinances prohibiting or limiting the stopping, standing, or parking of vehicles at specific times.
E. 
A vehicle with a visitor placard cannot be parked without moving for more than twenty-four hours.
F. 
Visitor placards must be returned to the resident at the conclusion of the visit.
G. 
Visitor placards cannot be used on the same vehicle for more than ten days per month as determined by the parking control officers or director of parking.
H. 
Visitor placards cannot be copied, sold, transferred, or altered in any way.
I. 
Visitor placards shall be displayed according to the instructions printed on the placard.
J. 
The city of Revere reserves the right to revoke visitor placard privileges at any time if any condition of this section has been violated.
K. 
If a visitor placard is lost or stolen there shall be no replacement of the visitor placard. If a visitor placard is damaged, the qualified member of the household may only apply for a replacement visitor placard provided the damaged visitor placard is returned and shall be charged according to the applicable fee schedule.

A. 
A person may apply for a temporary placard for no longer thirty consecutive days, including weekends, by application, to the director of parking.
B. 
A temporary placard may only be issued by the director of parking under the following circumstances:
1. 
A new resident who moved to the city within thirty days prior to the application date. The new resident shall provide proof of residency in the form of a lease or other valid real estate document.
2. 
A resident who is eligible for a resident parking sticker, but chooses not to have one, but needs to park his or her vehicle on the street for a limited amount of time due to construction activity, such as; but not limited to resurfacing of a driveway.
3. 
A resident who has a valid resident parking sticker on his or her vehicle, but the vehicle to which the sticker is issued is under repair.
C. 
If a temporary placard is lost or stolen there shall be no replacement of the temporary placard. If a temporary placard is damaged, the applicant may only apply for a replacement temporary placard provided the damaged temporary placard is returned and shall be charged according to the applicable fee schedule.

A. 
An applicant may submit a request for special consideration, in writing, to the director of parking, who shall review the special consideration request.
B. 
Upon the director of parking's review and approval, a special consideration placard, will be issued for a period of time not to exceed one year and expiring on the last day of the calendar year. The director of parking has the complete and sole discretion regarding approval and time period of issuance.
C. 
A special consideration placard is only to be issued for use on a vehicle whose operator is the family caretaker of a Revere resident and is valid on the street for which it is issued.
D. 
Upon expiration of a special consideration placard or if a special consideration placard is no longer required prior to the expiration date, the special consideration placard shall be returned to the director of parking.

A Senior Housing in a 24 hour permitted zone that has employees who are required to work during the time of the resident sticker program is in effect may apply for a limited number of employee placards, as determined by the Parking Director. The following must be provided to the Parking Director each year for review and approval:
A. 
A letter on business letter head requesting such special consideration;
B. 
A list of employees requiring the placards;
C. 
A copy of each employee's valid motor vehicle registration;
D. 
A point of contact and phone numbers for each Senior Living Facility Administration
E. 
Employees may be added to the list throughout the year by providing the required information;
F. 
The Senior Housing Director/Administrator must notify the parking director in writing within seven days upon an employee's separation from the employer so he or she may be removed from the list. The permit issued to the employee's vehicle must be returned.

A. 
The director of parking is authorized to revoke a resident parking sticker, visitor, placard, temporary placard, or special consideration placard of any person found in violations of these regulations and, upon written notification thereof, the person shall surrender the sticker or placard to the parking department.
B. 
Resident parking stickers and placards will automatically be revoked if the resident ceases to qualify under Section 10.34.030.
C. 
If the resident parking sticker or placard is found on a vehicle other than the one so designated at the time of issuance, or the registration number on the resident parking sticker is different than the registration number on the vehicle, then the resident parking sticker or placard shall be automatically revoked for the remainder of the calendar year.
