The purpose of this chapter is to require the clear display
of authorized and assigned house or building numbers on every building
fronting on any street in the city in order to assist the general
public and emergency services, public and private, in identifying
any property in case of emergency or otherwise.

All dwelling houses, stores or other principal buildings erected
or to be erected within the city shall display house numbers assigned
by the engineering department as provided in this chapter and in conformity
with the specifications provided for in this chapter.

The owner, occupant or lessee of each and every house, store
or other building which fronts upon any public or private street in
the city, as of or after the effective date of the ordinance codified
in this chapter, shall, at his or her own expense, within three months
after the adoption and publication of the ordinance codified in this
chapter, cause the authorized and assigned number of such house or
building to be permanently and conspicuously placed in accordance
with the specifications set forth in this chapter.

House or building numbers shall be:
A. In
Arabic or script numerals;
B. A minimum
height of three inches;
C. Mounted
in a secure fashion to the front wall or porch of the building or
other fixed appurtenance in front of the building so as to be clearly
visible from the street;
D. Sufficiently
legible as to contrasting background, arrangement, spacing and uniformity
so as to be clearly visible from the street;
E. At
least thirty inches above ground level and so placed that trees, shrubs
and other obstructions do not block the line of sight of the numbers
from the street upon which the building fronts.

Notwithstanding anything contained in Section
12.08.040 to the contrary, the requirements of this chapter are satisfied if the owner, occupant or lessee provides the Arabic numbers, as required by Section
12.08.040, upon a post, rod or other type of fixture of substantial nature or a mailbox at or near the road frontage with the same number affixed thereon and so located upon the same, so that the number may be conspicuous and visible from the street upon which the building fronts. When the provisions of this section have been complied with, the owner, occupant or lessee of the house or building shall not be otherwise obligated to affix Arabic numbers to the house or building and shall be permitted, at his or her option, to utilize cursive numbers or no numbers at all upon the house or building.

House numbers shall be assigned by the city engineer. Every
owner, occupant or lessee of a building constructed or to be constructed
in the city shall apply to the city engineer, if no number has been
previously assigned, for an authorized number in accordance with this
chapter.

Apartment and condominium complexes shall provide such building
and apartment numbers as are provided for in this chapter.

A. Any
person who violates the provisions of this chapter shall be given
a notice in writing by the board of health to abate the violation
within ten days of the date the notice has been given.
B. Any
person who continues to violate the provisions of this chapter after
the ten-day abatement period, upon the first conviction thereof, shall
be punished by a fine not exceeding twenty-five dollars.
C. Each
and every subsequent conviction shall be punishable by a fine not
exceeding one hundred dollars.
