Every person taking service from the city waterworks department shall at all reasonable times permit the city water department employees to enter the premises and building for examination of pipes, connections and fixtures and the manner in which the water is used. Refusal of this right of entry by a consumer shall result in refusal of water supply from the city waterworks until such permission is granted.

In order to continue providing for such services a monthly charge as provided for in the fee schedule found in the appendix of this code, for maintenance, inspection and placement of water meters within the territory and jurisdiction of the city, shall be levied towards the end of providing such service.

It shall be unlawful for any person, except a member of the fire department or employee of the city, to open or use water from a fire hydrant.

The city shall be authorized to furnish water to consumers outside the city limits upon such terms, conditions and rates as may from time-to-time be determined by the city council, but nothing in this section or article is to be construed as binding the city to furnish any consumer outside the city limits or to continue such service after established.

It shall be unlawful for any plumber or other person to repair or renew or to attempt to repair or renew service pipe from the mains to the meter, all such repairs and renewals shall be made by the city.

The city reserves the right to temporarily discontinue and to reconnect without notice the water supply to all consumers for the purpose of making repairs, connections, or extensions and cleaning of mains or reservoirs to machinery, pumps or any part of the water system.

It shall be unlawful for any person, individually or in association with others, to willfully break, injure or tamper with any part of the waterworks system of the city for any purpose whatsoever, or in any manner to maliciously interfere with or prevent the operation of such system and the water supply of the city.

It shall be unlawful for any person to tamper with any meter belonging to the city or to do anything to prevent any meter from properly registering the water passing through such meter, and it shall be unlawful for any person to divert any water from pipes of the city, or otherwise use or cause to be used, without the consent of the city, any water produced or distributed by the city.

The city council shall at all times and from time-to-time have the right to prescribe rules and regulations pertaining to and providing for the manner and method of extending its mains, and to change, take from or add to the rules and regulations contained in this article, and to fix, from time-to-time, rates to be charged to consumers for water supplied by the city.

It shall be unlawful for any person to climb upon the water tank tower or any part thereof, or to play, loiter, or stay under such tower, and any person violating this section shall be deemed guilty of a misdemeanor and, upon conviction, shall be fined as provided in section.

If any bill for water and sewer service shall remain due and unpaid on or after the 15th of the next succeeding month in which service was rendered, a late fee, as established in appendix A, fee schedule, shall be added thereto.

If any user or customer of the city waterworks and sanitary sewer system does not pay matured rates and charges within 21 days from the date same become due and payable, it is hereby made the further duty of the city secretary to disconnect the water service, and whenever the amount past due and delinquent is paid by such user or customer, such service may be resumed, but there shall be charged and collected a reconnection charge, as established in appendix A, fee schedule. It will be the duty of the city secretary to notify the operators of the waterworks system of such delinquency, who shall proceed immediately to the premises of the customer so in arrears and disconnect water service.
