The Director of the Department of Housing and Community Development shall be the Director of Housing and Community Development.
Within the Department shall be the following Divisions:

The RCA Administrator shall have the following duties:
A.
Manage the Division on Affordable Housing;
B.
File all reports required by the Council on affordable housing and the New Jersey Housing and Mortgage Finance Agency setting forth progress in the implementation of each project to be produced under an RCA;
C.
Monitor rehabilitation expenditures to assure that each expenditure is eligible for RCA funding;
D.
Monitor each RCA to assure that affordability controls are in place;
E.
To perform such other duties as may be required by regulations of the Council on Affordable Housing or the New Jersey Housing and Mortgage Finance Agency to assure compliance by the City.

A.
Duties. The Zoning Officer shall enforce the Zoning Ordinance, the Property Maintenance Code, and such other ordinances as may be assigned by ordinance for appropriate enforcement. The Zoning Officer shall:
(1)
Examine all properties and buildings within the City for their compliance with all state, county, and municipal zoning laws and ordinances;
(2)
Conduct field inspections to ensure compliance with all zoning ordinances and initiate enforcement actions against violators in appropriate courts where necessary;
(3)
Assist in making recommendations to initiate the promulgation of zoning regulations;
(4)
Prepare timely reports regarding all activities;
(5)
Establish and maintain needed records and files;
(6)
Assist other boards or officials as may be requested; and
(7)
Receive and investigate citizen zoning complaints and take appropriate action.
B.
Reporting. The Zoning Officer shall report to the Construction Official concerning the aforementioned duties.
