Applicants may apply, pursuant to the terms of this article, for permission to temporarily close a Village road to accommodate the performance of work on private property. Work shall include, but not be limited to, construction, landscaping, and property maintenance.

The Village Board of Trustees delegates to the Village Manager, in his/her sole discretion, the authority to approve, deny, or request more information on applications to the Village for the temporary closure of Village roads for the performance of work on private property.
Each application shall contain, at a minimum, the following information: (i) the applicant's name, address, phone number, and email address; (ii) the Village road that the applicant desires to temporarily close and/or a detailed description of the portion of said road as applicable; (iii) the reason for the road closure, including a detailed description of the work to be performed; and (iv) the desired date(s) and time(s) of road closure. An applicant shall seek to close a road for the shortest amount of time as necessary.
Each person seeking to temporarily close a Village road under this article shall submit a written application by hand delivery, USPS mail, or email, to the Village Manager. The application shall be submitted no less than 20 calendar days prior to the requested date of road closure, unless good cause is shown by the applicant. The application shall comply with the requirements of this article.
The Village Manager shall review an application and may consult with the Mayor, Police Department, Fire Department, Streets Department and any other appropriate authority in deciding whether to approve or deny the application, or request additional information. The Village Manager's decision on an application shall be made within 10 calendar days of the submission of a complete application, and such decision shall be based on the interests of the public health, safety and welfare. After review, the Village Manager shall notify the applicant of approval, denial, or a request for additional information. If a determination of an application is not made within the before mentioned ten-calendar-day period, said application shall be treated as denied.
An applicant shall be entitled to appeal the denial of an application to the Village Mayor. Such appeal shall be filed with the Mayor by hand delivery, USPS mail, or email within 10 calendar days of the date of the Village Manager's denial. The Village Mayor's determination on an appeal shall be based on the interests of the public health, safety and welfare and shall be made within 10 calendar days of the receipt of the appeal.
Any person violating any of the provisions of this article shall be guilty of a violation and, upon conviction thereof, shall be punishable by a fine not exceeding $250 for each offense or imprisonment not exceeding 15 days, or both such fine and imprisonment.
