In pursuance of the charter of the city and consistent with the duties provided for therein, the city council shall have the power to compel the attendance of witnesses and the production of documents, books and papers before it whenever it may be necessary for the more effective discharge of its duties, and shall have the power to punish for contempt before it with the same fines and penalties as the county judge may punish for contempt before the county court. All processes shall be signed by the mayor and attested by the city secretary and shall be served by the chief of police or any police officer of the city.
The mayor, city secretary or any member of the city council shall have authority to administer oaths in any manner pertaining to municipal affairs.
In addition thereto, the city manager and city attorney shall have authority to administer oaths consistent with their duties pertaining to municipal affairs as established by the charter of the city, or any ordinance or resolution passed in pursuance thereof.

Neither the mayor, any city councilman, the city manager, city secretary, city attorney nor any other officer or employee of the City of Irving nor any employee of any firm, corporation or association employed by the City of Irving nor any firm, corporation or association employed by the City of Irving shall have authority to waive any of the provisions of Section 8(c) of Article III of the city charter of the City of Irving, Texas.

(a) 
The city does hereby authorize city staff to prepare an annual audit plan and to carry out any audits identified as necessary by that plan.
(b) 
The city authorizes city staff to carry out audits, reviews, investigations, and other audit-related work, as may become necessary even if not identified in the annual audit plan.
(c) 
The audit working papers prepared in the course of said audits, reviews, investigations, and other audit-related work shall not be subject to public disclosure.

(a) 
No person who owes delinquent taxes, paving assessments, or any other delinquent debt or obligation to the city shall be granted any permit, license, certificate of occupancy, bid, or other privilege until the debt or obligation has been discharged by payment, or an arrangement satisfactory to the city manager has been made for the payment of such debt or obligation.
(b) 
This section does not apply to any person with a bona fide dispute currently under claim or litigation.
