No person shall allow, permit or suffer any vehicle registered in his name to stand or park in any street in this city in violation of any of the provisions of this Code or other ordinances of this city regulating the standing or parking of vehicles.
(Ordinance 203, § 107)
The provisions of this article prohibiting the standing or parking of a vehicle shall apply at all times or at those times specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
(Ordinance 203, § 115)
No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of lawful traffic movement with the right-hand wheels of the vehicle within eighteen (18) inches of the curb or edge of the roadway except as otherwise provided in this article.
(Ordinance 203, § 92)
(a) 
The city traffic engineer shall determine upon what streets angle parking shall be permitted and shall mark or sign such streets, but such angle parking shall not be indicated upon any federal or state highway within the city unless the state highway commission has determined by resolution or order entered in its minutes that roadway is of sufficient width to permit angle parking without interfering with the free movement of traffic.
(b) 
Angle parking shall not be indicated or permitted at any place where passing traffic would thereby be caused or required to drive upon the left side of the street.
(Ordinance 203, § 93)
Upon those streets which have been signed or marked by the city traffic engineer for angle parking, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings.
(Ordinance 203, § 94)
Upon those streets which have been marked or signed for angle parking, vehicles shall be parked at the angle to the curb indicated by such mark or sign; except, that the right front wheel of such vehicle shall not extend vertically from the curb at a greater distance than eighteen (18) inches and such vehicles shall park between the marked lines.
(Ordinance 203, § 160)
The city traffic engineer is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to such person the privilege as therein stated and authorized herein, and it shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit.
(Ordinance 203, § 95)
(a) 
Whenever a vehicle is lawfully parked at nighttime upon any street within a business or residence district no lights need be displayed upon such parked vehicle.
(b) 
Whenever a vehicle is parked upon a street or highway outside of a business or residence district during the hours between one-half hour after sunset and one-half hour before sunrise, such vehicle shall be equipped with one (1) or more lamps which shall exhibit a white light on the roadway side visible from a distance of five hundred (500) feet to the front of the vehicle and a red light visible from a distance of five hundred (500) feet to the rear.
(c) 
Any lighted headlamps upon a parked vehicle shall be depressed or dimmed.

(a) 
Upon any highway outside of a business or residence district no person shall stop, park or leave standing any vehicle, whether attended or unattended, upon the paved or main-traveled part of the highway when it is possible to leave such vehicle off the highway, but in every event an unobstructed width of the highway opposite a standing vehicle shall be left for the free passage of other vehicles and a clear view of such stopped vehicle shall be available from a distance of two hundred (200) feet in each direction upon such highway.
(b) 
This section shall not apply to the driver of any vehicle which is disabled while on the paved or main-traveled portion of a highway in such a manner and to such extent that it is impossible to avoid stopping and temporarily leaving such disabled vehicle in such position.
(Ordinance 203, § 117)
No person shall leave standing or parked in any public street, alley or other public way any vehicle, truck, automobile, house trailer, stock trailer or other type of trailer, or other character of private vehicle unattended for a longer continuous period of time than forty-eight (48) hours.

(a) 
No person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic control device, in any of the following places:
(1) 
On a sidewalk.
(2) 
In front of a public or private driveway.
(3) 
Within an intersection.
(4) 
Within fifteen (15) feet of a fire hydrant.
(5) 
On a crosswalk.
(6) 
Within thirty (30) feet upon the approach to any flashing beacon, stop sign or traffic control signal located at the side of a roadway.
(7) 
Between a safety zone and the adjacent curb or within thirty (30) feet of points on the curb immediately opposite the ends of a safety zone, unless the city traffic engineer has indicated a different length by signs or markings.
(8) 
Within fifty (50) feet of the nearest rail of a railroad crossing.
(9) 
Within twenty (20) feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within seventy-five (75) feet of the entrance, when properly signposted.
(10) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(11) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street.
(12) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
(13) 
At any place where official signs prohibit stopping.
(b) 
Except as otherwise provided in this section, it shall not be necessary to post signs in places where stopping, standing or parking is prohibited by this section.
(Ordinance 203, § 97)
The space for a distance of twenty (20) feet, as measured along the curb in the street directly in front of the entrance or side exit to any building used as a theater, or motion picture house in this city, is hereby declared to be a fire zone and parking in or obstructing this space is prohibited at all times when official signs are erected or curbs painted giving notice of prohibited parking.
(Ordinance 203, § 166)
(a) 
The traffic engineer of the City of Irving shall conduct studies and investigations of the public streets, highways and rights-of-way within the city in close proximity (not exceeding a one-mile radius) of sports facilities such as ball diamonds, parks, soccer fields, athletic stadiums and other facilities which create traffic congestion problems on a temporary basis as a result of parking on the streets, highways and rights-of-way in the city before, during and after the time events are in progress at such ball diamonds, parks, soccer fields, athletic stadiums and other facilities which create on street parking problems. Said traffic engineer shall take into consideration widths of streets within said area, the congestion created by parking on streets, highways and rights-of-way, traffic safety and danger to vehicles and pedestrians in said area during the above stated times, the frequency of parking on said streets, highways and rights-of-way, and after due consideration, said traffic engineer shall designate those areas on public streets, highways and rights-of-way in said areas in the city where parking, stopping or standing should be prohibited because of traffic safety reasons during the hours determined by said traffic engineer that parking, stopping or standing is dangerous to traffic attempting to lawfully travel upon said streets, highways and rights-of-way. Said traffic engineer shall cause temporary no stopping, standing or parking signs to be posted at intervals not to exceed two hundred (200) feet along such streets, highways and rights-of-way to so prohibit parking, stopping or standing on said streets, highways and rights-of-way and said signs shall have printed thereon "No Parking, Standing or Stopping—Vehicles Shall Be Towed Away" and said signs shall be placed so as to be clearly visible from the roadway. Said signs shall be obeyed until removed by said traffic engineer.
For purposes of this section only, "streets, highways and rights-of-way" include the entire width between the boundary lines of every way publicly maintained when any part thereof is intended for the use of the public for purposes of vehicular travel.
(b) 
The chief of police or any other officer of the police department of the City of Irving shall be hereby directed and authorized to order removed or remove any vehicle parked in violation of this section, such violation being deemed injurious to the health, safety and general welfare of the public within the City of Irving, Texas and said vehicle shall be impounded at city's vehicle pound at owner's expense.
(c) 
Any person violating or failing to comply with any provision of this section shall be fined upon conviction not less than ten dollars ($10.00) nor more than two hundred dollars ($200.00).

It is hereby declared illegal to park or stand a vehicle on private property within fifteen (15) feet of a fire hydrant or city fire department sprinkler and standpipe connection.
(Ordinance 1740, § 1)
No person shall park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for free movement of vehicular traffic.
(Ordinance 203, § 98)
The city traffic engineer is hereby authorized to erect signs indicating no parking upon that side of the street adjacent to any school property. When such signs are erected, no person shall park a vehicle in any such designated place.
(Ordinance 203, § 100)
(a) 
No person shall park a vehicle within an alley in a residential district in such a manner or under such conditions as to block the alley or leave less than ten (10) feet of the width of the roadway available for the free movement of vehicular traffic, and no person shall stop, stand or park a vehicle within an alley in such position as to block the driveway entrance or exit to any abutting property.
(b) 
No person shall park a vehicle within an alley in a business district in such a manner or under such conditions as to block the alley or leave insufficient width of the roadway available for free movement of vehicular traffic or to block the driveway entrance or exit to any abutting property. In no case shall the stop for loading or unloading of materials or merchandise exceed thirty (30) minutes in an alley, in a business district.
(Ordinance 203, § 101)
(a) 
The city traffic engineer is hereby authorized to erect signs indicating no parking upon any street when the width of the roadway does not exceed twenty (20) feet, or upon one (1) side of a street as indicated by such signs when the width of the roadway does not exceed thirty (30) feet.
(b) 
When official signs prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign.
(Ordinance 203, § 102)
The city traffic engineer is authorized to erect signs upon the left-hand side of any one-way street to prohibit the standing or parking of vehicles, and when such signs are in place, no person shall stand or park a vehicle upon such left-hand side in violation of any such sign.
(Ordinance 203, § 103)
In the event a highway includes two (2) or more separate roadways and traffic is restricted to one (1) direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are erected to permit such standing or parking. The city traffic engineer is authorized to determine when standing or parking may be permitted upon the left-hand side of any such one-way roadway and to erect signs giving notice thereof.
(Ordinance 203, § 104)
(a) 
The city traffic engineer is hereby authorized to determine and designate by proper signs places not exceeding one hundred (100) feet in length in which the stopping, standing or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.
(b) 
When official signs are erected at hazardous or congested places as authorized herein no person shall stop, stand or park a vehicle in any such designated place.

(a) 
It is unlawful for any person to park any vehicle in any metered parking space without paying the fee designated on the meter or causing the fee to be paid.
(b) 
It is unlawful for any person to permit a vehicle to remain in a metered parking space for a time longer than that covered by the amount paid.
(c) 
It is unlawful for any person to deface, injure, tamper with, open, break, destroy or impair the usefulness of any parking meter. It is an affirmative defense to this subsection that the person is authorized by the authority that erected the parking meter to alter it.
(d) 
It is unlawful for any person to deposit anything other than a coin in any parking meter.
(e) 
Proof that a vehicle parked in a metered parking space is registered to a person creates a presumption that the vehicle was parked there by the person to whom the vehicle is registered on the date the vehicle was found in the parking space.
(f) 
Any person violating or failing to comply with any provision of this section shall be fined upon conviction, not less than one dollar ($1.00) nor more than two hundred dollars ($200.00).

The provisions of this article imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.

No person driving or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine and effectively setting the brake thereon, and, when standing upon any grade, turning the fronts wheels to the curb or side of the highway.
(Ordinance 203, § 134)
(a) 
Whenever any police officer finds a vehicle parked, stopped or standing in violation of any of the provisions of this chapter, such officer is hereby authorized to move such vehicle, or require the driver or other person in charge of the vehicle to move the same.
(b) 
Any police officer is hereby authorized to remove a vehicle from a highway to the nearest garage or other place of safety or to a garage designated or maintained by the governmental agency of which the officer is a member, under the circumstances hereinafter enumerated:
(1) 
When any vehicle is left unattended upon any bridge, viaduct or causeway, or in any tube or tunnel where such vehicle constitutes an obstruction to traffic.
(2) 
When any vehicle is illegally parked so as to block the entrance to any private driveway and it is impracticable to move such vehicle from in front of the driveway to another point on the highway.
(3) 
When any vehicle is found on a highway and report has previously been made that such vehicle has been stolen or complaint has been filed and a warrant thereon issued charging that such vehicle has been embezzled.
(4) 
When any such officer has reasonable grounds to believe that any vehicle has been abandoned.
(5) 
When a vehicle upon a highway is so disabled that its normal operation is impossible or impractical and the person in charge of the vehicle is incapacitated by reason of physical injury or other reason to such extent as to be unable to provide for its removal or custody, or is not in the immediate vicinity of the disabled vehicle.
(6) 
When an officer arrests any person driving or in control of a vehicle for an alleged offense and such officer is by this Code or other law required to take the person arrested immediately before a magistrate.
(7) 
When, in the opinion of the police officer, the vehicle constitutes a hazard, or interferes with a normal function of a governmental agency, or by reason of any catastrophe, emergency or unusual circumstance the safety of the vehicle is imperiled.
(c) 
Any vehicle parked in violation of this Code or other ordinances of the city may be removed and impounded by the police department and an impounding fee of five dollars ($5.00) assessed against and collected from the owner or driver of the vehicle. The payment of this impounding fee shall not excuse such owner or driver of the vehicle from the charge of violating this Code or such other ordinance.

(a) 
For purposes of this section, the following definitions shall apply:
(1) 
Parking lot
shall mean a garage, lot or yard which is open for parking by members of the public.
(2) 
One (1) ton truck
shall mean any of the following:
a. 
A truck with a manufacturers rated carrying capacity of one (1) ton or more;
b. 
Any truck or truck-trailer with more than two (2) axles; or
c. 
Any truck with more than two (2) rear wheels.
(b) 
It shall be unlawful to park a one (1) ton truck in a parking lot owned or leased for use by the City of Irving.
(c) 
The following shall be affirmative defenses to prosecution under subsection (b):
(1) 
That the trucks were involved in construction or repair of city facilities at the time of parking;
(2) 
That the trucks were owned or leased by the City of Irving;
(3) 
That the trucks had been impounded by the City of Irving at the time of parking;
(4) 
That the trucks were involved in deliveries to municipal facilities at the time of parking;
(5) 
That the trucks were involved in moving goods into or out of city buildings at the time of parking; or
(6) 
That the trucks were involved in providing a concession service approved by the City of Irving at the time of parking; or
(7) 
That the trucks were parked on Texas Stadium parking lots with the permission of Texas Stadium Corporation.

The city traffic engineer is hereby authorized to determine the location of passenger and freight curb loading zones and shall place and maintain appropriate signs indicating the same and stating the hours during which the provisions of this division are applicable.

No person shall stop, stand or park a vehicle for any purpose or period of time other than for the expeditious unloading and loading of passengers in any place marked as a passenger curb loading zone during hours when regulations applicable to such curb loading zone are effective, and then only for a period not to exceed three (3) minutes.

(a) 
No person shall stop, stand or park a vehicle for any purpose or length of time other than for the expeditious loading and delivery or pickup and loading of materials in any place marked as a freight curb loading zone during hours when the provisions applicable to such zones are in effect. In no case shall the stop for loading and unloading of materials exceed thirty (30) minutes.
(b) 
The driver of a passenger vehicle may stop temporarily at a place marked as a freight curb loading zone for the purpose of and while actually engaged in loading or unloading passengers when such stopping does not interfere with any motor vehicle used for the transportation of materials which is waiting to enter or about to enter such zone.

The city traffic engineer is hereby authorized and required to establish bus stops and taxicab stands and stands for other passenger common-carrier motor vehicles on such public streets in such places fit and convenient to the public, and every such bus stop, taxicab stand or other stand shall be designated by appropriate signs.

The driver of a bus or taxicab shall not park upon any street in any business district at any place other than at a bus stop, or taxicab stand, respectively, except that this provision shall not prevent the driver of any such vehicle from temporarily stopping in accordance with other stopping or parking regulations at any place for the purpose of and while actually engaged in loading and unloading passengers.

No persons shall stop, stand or park a vehicle other than a bus in a bus stop, or other than a taxicab in a taxicab stand, when any such stop or stand has been officially designated and appropriately signed, except that the driver of a passenger vehicle may temporarily stop therein for the purpose of and while actually engaged in loading or unloading passengers when such stopping does not interfere with any bus or taxicab waiting to enter or about to leave such zone.
