There is hereby created the office of municipal park patrol officer. The department of building management and services is hereby authorized to employ and appoint municipal park patrol officers who shall be peace officers certified by the Texas Commission on Law Enforcement Officers Standards and Education or the appropriate successor agency.

Municipal park patrol officers shall not be police officers and shall not be entitled to civil service status under of the V.T.C.A., Local Government Code ch. 143 or any other civil service provision. Municipal park patrol officers are paid law enforcement officers for the purpose of qualifying for survivor's assistance benefits under the provisions of Vernon's Ann. Civ. St. art. 6228f.

No person will be certified as a municipal park patrol officer who has not complied with the requirements established by the State of Texas for peace officers, and by the city acting through the director of building management and services.

Individual municipal park patrol officers are invested with all the power and authority given to them as peace officers under the laws of the State of Texas. Inherent with this power and authority is the obligation to preserve the peace, enforce the ordinances and regulations of the city and the laws of Texas and of the United States, take legal custody of offenders and secure the citizens from violence.

Each municipal park patrol officer shall be required to take an oath of office before entering upon the discharge of his duties. The oath shall be subscribed by the person taking it and shall be filed and preserved in the office of city secretary. The form of the oath shall be the same as required for members of the city council.
