(a) 
Members of the Irving Police Department and the Irving Fire Department appointed to positions in substantial compliance with Chapter 143 of the Texas Local Government Code are eligible employees of the city to participate in the education incentive pay program and/or the certification incentive pay program.
(b) 
Members of the Irving Police Department appointed to positions in substantial compliance with Chapter 143 of the Texas Local Government Code are eligible employees of the city to participate in the fitness incentive pay program and/or the shift differential pay program.

(a) 
To qualify for certification incentive pay, eligible employees must submit a copy of appropriate certification awarded as follows:
(1) 
Police department.
Texas Commission on Law Enforcement Officer Standards and Education.
(2) 
Fire department.
Texas Commission on Fire Protection Personnel Standards and Education.
(b) 
Employees may qualify for monthly certification incentive pay as follows:

(a) 
Eligible employees of the Irving Police and Fire Departments may qualify for monthly fitness incentive pay in accordance with the following schedule:

(b) 
The fitness tiers shall be based upon written criteria established by the police and fire chiefs and filed with the civil service director.

An incentive pay committee is established to determine which courses of study or college degrees qualify as professionally related within the meaning of this article. College courses of study or degrees must be approved by the incentive pay committee as being professionally related in order to quality for education incentive pay. The incentive pay committee shall make all necessary rules and regulations to implement and administer the educational incentive pay and certification incentive pay programs in a fair and impartial manner, and shall be formed as follows:
(1) 
The committee shall consist of five (5) members as follows:
a. 
City of Irving Human Resources/Civil Service Director or his designated representative;
b. 
City of Irving Chief of Police or his designated representative;
c. 
City of Irving Chief of the Fire Department or his designated representative;
d. 
One (1) member of the Irving Police Department; and
e. 
One member of the Irving Fire Department.
(2) 
The police and fire department committee members shall be appointed by the chief of the respective department for a term of one (1) year. The term of these appointments shall expire September 30 of each year, regardless of the date upon which the appointment shall have been made.
(3) 
Three (3) members of the committee shall constitute a quorum.
