The service area(s) for water and wastewater impact fees are identified as the corporate boundaries of the city and including certain properties within the City of Grand Prairie, as hereby established and depicted on the map below. Service area(s) may be amended from time to time.

No water and/or wastewater tap shall be installed, and no building permit shall be issued unless the applicant has paid the applicable impact fees imposed by and calculated by ordinance for the benefit of improvements in the city's master water plan, as amended. Each non-exempt new development shall be assessed the maximum assessable impact fee and shall pay the water and/or wastewater impact fee collection rate, minus any applicable credits, as described herein.

The maximum impact fees per service unit by meter size for water and wastewater capital improvements and/or facility expansions are hereby adopted as provided in section 42-13.

The impact fee collection rate per service unit by meter size for water and wastewater capital improvements and/or facility expansions, which are to be paid by each new development, are hereby adopted as provided in section 42-14.
Assessment shall be at the time of application for permit for services within the corporate boundaries of the city or at the time of platting or at the time of water/wastewater service application if the property is previously platted and replatting is not necessary. The water and/or wastewater impact fee shall be paid at the time of issuance of a building permit for a new development or at the time of application for service if no building permit is necessary. Impact fees may be amended from time to time by city council.

The number of service units for a new development shall be determined by using the meter sizes and service unit equivalents as provided in section 42-20 based upon the quantity of water system demand created.
In determining the number of water and wastewater service units, the following rules shall apply:
(1) 
Each individual parcel/property is required to have its own individual water meter. More than one meter may be required for a parcel/property based on development specific engineering requirements. Where a site is redeveloped (demolition and/or reconstruction), no new service units will be attributed to such redevelopment, provided that the water meter is of the same size as the development previously occupying the site. If the water meter size is increased, the number of new service units for purposes of assessing the impact fee will be based upon the difference of the increase in capacity of the water meter. New development that does not require water or wastewater service will have no service units attributable to the development.
(2) 
Existing buildings or land uses may be expanded using existing water meter service unless a change of use necessitates installation of a larger meter. No service units will be attributed to such development if the water meter size remains the same. If the water meter size is increased, the number of service units for purposes of assessing the impact fee will be based upon the increase in capacity of the water meter.
(3) 
For wastewater impact fees, no service units will be attributed to irrigation meters.
(4) 
For water impact fees, no service units will be attributable to an increase in the size of a water meter installed solely to provide capacity for sprinkler systems for fire safety.
