The city hereby establishes five (5) roadway service areas, constituting land within the city's corporate boundaries, as depicted on the map below. The boundaries of the roadway service areas may be amended from time to time, or new roadway service areas may be delineated, pursuant to the impact fee ordinance.

No final plat for new development shall be released for filing with Dallas County without assessment of an impact fee pursuant to this ordinance; or, if no plat is required, then no building permit shall be issued until such assessment is made and paid in accordance with the assessment and collection procedures indicated herein. Each non-exempt new development shall be assessed the maximum assessable impact fee and shall pay the roadway impact fee collection rate, minus any applicable credits, as described herein.

The maximum impact fees for each of the five (5) service units for roadway capital improvements and/or facility expansions are hereby adopted as provided in section 42-13.

The impact fee collection rate per service unit for roadway capital improvements and/or facility expansions, which are to be paid by each new development, are hereby adopted as provided in Sect. 42-14.
Assessment of impact fees shall be at the time of platting or development application. Fees may be amended from time to time by city council. The roadway impact fee collection rate shall be paid at the time the city issues a building permit for a new development.

The service units for a new development shall be determined based on the service unit equivalent by land use in the land use equivalency table as provided in section 42-26.
