There is hereby established a service area for drainage impact fees as depicted on the map below. Service area(s) may be amended from time to time.

No drainage improvements shall be installed, and no building permit shall be issued unless the applicant has provided calculations for increases in impervious cover and paid the applicable impact fees imposed by and calculated by ordinance for the benefit of improvements in the city's drainage capital improvements plan, as amended.

The maximum impact fees per service unit for drainage capital improvements and/or facility expansions are hereby adopted as provided in section 42-13.

The impact fees per service unit for drainage capital improvements and/or facility expansions, which are to be paid by each new development, are hereby adopted as provided in section 42-14. Assessment shall be at the time of application for a building permit. Impact fees may be amended from time to time by city council. The drainage impact fee shall be paid at the time the city issues a building permit for a new development.

The service units for a new development creating an increased demand for drainage facilities shall be determined by either directly calculating the increase in square footage of coverage toward the maximum or estimating the increase in square footage of coverage using the typical impervious surface area for the use by land use type table as provided in section 42-32.
