The ordinance codified in this title shall be known as the zoning ordinance of the city of San Pablo. This title is adopted under the city’s policy power authority (California Constitution Article XI, Section 7) and California Government Code Section 65800 et seq.

A. 
General. The purpose of this title is to promote growth of the city in an orderly manner and to promote and protect the public health, safety, peace, comfort, and general welfare in conformance with the general plan.
B. 
Districts. The zoning effectuated by this title includes the establishment of various districts that include all the territory within the boundaries of the city, within which the use of land and buildings, the space for buildings, and the height and bulk of buildings are regulated.

In conformity with the provisions of state law, including but not limited to California Government Code Section 65800 et seq., and after the public hearings required, there are hereby adopted in this chapter comprehensive land use and zoning regulations for the city, together with a zoning map. This chapter is a precise and detailed plan for the use of land in the city, based upon the general plan of the city. Reference Chapter 17.28, Adoption of Zoning Map.
