The purpose of this chapter is to provide for the planning, mitigation, preparedness, response and recovery from natural and human-made disasters within the City by being part of the county emergency management program and participating in the integrated emergency response system as set forth in the county resolution adopted March 10, 2003. The integrated emergency response system will provide a means of coordinating resources of the City with those of the county and other municipalities within the county and also provide a means through which the City Council may exercise the authority and discharge the responsibilities vested in it by this chapter.

The City recognizes that a multi-jurisdictional approach to an integrated emergency response system is needed. The following will apply:
(1) 
Representation. The Mayor of the City will represent the City on the Marshall County Executive Advisory Council (MCEAC). The MCEAC will set policy for the multi-jurisdictional integrated emergency response system (IERS) and the Marshall County Local Emergency Planning Committee (MCLEPC). The Council will assume responsibility for the overall response and recovery operations, authorize mitigation strategy(ies), establish and enter into mutual aid agreements and identify by title or position the individuals assigned to special committees, liaison coordinators, and participants in the emergency operations center when activated and, as appropriate, direct implementation of protective actions for public safety.
(2) 
Voting. The Chair of the County Commission (his or her designee) shall cast one vote for the County Commission (the district commissioners shall not have individual voting rights). Other members of the Council will each have individual voting rights for a total of 12 votes possible. At the call of any member, the vote on any pending question shall be taken "Yes" and "No," and the same shall be entered on the record.
(3) 
Appropriations. The City Councils of the municipalities of Albertville, Arab, Boaz, Guntersville, Grant, Douglas and Union Grove shall collectively appropriate such sum from their general funds as agreed upon by the involved parties for operations of the emergency response system of emergency management. The County Commission and the state will appropriate the necessary funding levels for the operation of emergency management in the county. Appropriations from the municipalities will be due at such time as is agreeable between the County Commission and the municipalities or on a quarterly basis for the current fiscal year.
