Any police officer or peace officer, as defined in the New York State Criminal Procedure Law, and any member of the Village of Wappingers Falls Police Department are authorized to issue appearance tickets for violation of any provisions of Article II of this chapter.
Traffic control signals shall be installed and operated at the intersection of those streets described in Schedule I (§ 143-48), attached to and made a part of this chapter.
The speed limit for both directions of traffic along the streets or parts thereof described in Schedule II (§ 143-49), attached to and made a part of this chapter, is hereby established at the rate of speed indicated.
No person shall drive a vehicle at a speed in excess of that indicated in Schedule III (§ 143-50), attached to and made a part of this chapter, in the areas described in said schedule, during school days between the hours of 7:00 a.m. and 6:00 p.m.
The streets or parts of the streets described in Schedule IV (§ 143-51), attached to and made a part of this chapter, are hereby designated as one-way streets in the direction indicated.
No person shall make a U-turn on any of the streets or parts of streets described in Schedule V (§ 143-52), attached to and made a part of this chapter.
No person shall make a turn of the kind designated (left, right, all) at any of the locations described in Schedule VI (§ 143-53), attached to and made a part of this chapter.
No person shall make a right turn when facing a steady red signal (stop indicated) at any of the locations described in Schedule VII (§ 143-54), attached to and made a part of this chapter.
The streets or parts of streets described in Schedule VIII (§ 143-55), attached to and made a part of this chapter, are hereby designated as through streets. Traffic control devices shall be installed on each street intersecting the through street.
The intersections described in Schedule IX (§ 143-56), attached to and made a part of this chapter, are hereby designated as stop intersections. Stop signs shall be installed as provided therein.
The intersections described in Schedule X (§ 143-57), attached to and made a part of this chapter, are hereby designated as yield intersections. Yield signs shall be installed as provided therein.

Every person convicted of a traffic infraction for any violation of any provision of Article II of this chapter which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall:
A.
For a first conviction thereof, be punished by a fine of not less than $75 and not more than $150 or by imprisonment for not more than 15 days, or by both such fine and imprisonment;
B.
For a second such conviction within 18 months thereafter, be punished by a fine or not less than $150 and not more than $300 or by imprisonment for not more than 45 days, or by both such fine and imprisonment.
C.
Upon a third or subsequent conviction within 18 months after the first conviction, be punished by a fine of not less than $300 and not more than $450 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.
