No person shall obstruct any of the sidewalks or roadways of any street, avenue, road or alley of the City in any manner, form and to any extent, except for loading and unloading merchandise, wares and other personal property to or from a place of business or dwelling, for building purposes and for the ordinary and lawful use of a street by the public.
A. 
No person shall place any obstruction in the gutter or along or next or attached to the curb on any public street, avenue or alley in the City.
B. 
Nothing contained herein shall apply to a temporary obstruction of a gutter caused by the loading or unloading of vehicles or other light temporary use of the part of the street next to the curb.
Red lanterns or lights shall be maintained from sunset to sunrise on all street or sidewalk obstructions. Where the obstruction exceeds 10 feet in length or width, a lamp shall be placed on each end and at such other locations as may be necessary for safety.
A. 
It shall be a nuisance and no person shall place or permit to remain any goods, wares or merchandise, whether for sale or otherwise, or any food or other stand, on any part of the sidewalks in front of any building or premises at a greater distance than two feet from the building line of any street 50 feet or less in width or at a greater distance than three feet from the building line of any street more than 50 feet in width.
B. 
No person shall place, store or display any stands, boxes, boards, crates, barrels, chests, goods, wares, merchandise or other chattels or articles on any part of the sidewalks on Edgemont Avenue between Third Street and Twelfth Street; Market Street between Front Street and Sixth Street; Sproul Street between Edgemont Avenue and Ninth Street; Welsh Street between Fifth Street and Ninth Street; Third Street between Penn Street and Welsh Street; Fourth Street between Edgemont Avenue and Welsh Street; Fifth Street between Penn Street and Welsh Street; Sixth Street between Sproul Street and Welsh Street; Seventh Street between Chester River and Crosby Street; Eighth Street between Sproul Street and Madison Street; and Welsh Street between Chester River and Madison Street.
C. 
It shall be a nuisance and no person shall place any empty boxes, barrels or crates on any sidewalk or street of the City.
Where there is an alley in the rear of any business premises, loading and unloading shall be done in the alleyway and not on the main street. Where there is no alleyway in the rear of any business premises, loading or unloading of vehicles is permitted in front of such premises if done without delay, and so as not to interfere with pedestrians.
A. 
No person shall permit snow to remain more than six working hours after the same ceases to fall, on any paved sidewalk of the City.
B. 
The occupant or owner of any premises abutting any sidewalk is liable for the violation and penalty herein prescribed.
When any building operation requires pedestrian protection, the owner or contractor, or person in charge of such building shall either fence off the front of such building the width of the pavement or sidewalk or cover the sidewalk or pavement with a good and substantial roof the whole length of the building and of sufficient height and construction to allow pedestrians to pass under the same in safety and comfort, subject to approval by the Director of Streets and Public Improvements.

Any person violating any provision of this article shall, upon conviction in a summary proceeding, be fined not more than $600 and costs and, in default of payment thereof, shall be imprisoned not more than 90 days.
