As used in this article, the following terms shall have the following respective meanings:
DYNAMIC HOURS
Means the adjustment, from time to time by resolution of City Council, of on-street and off-street parking meter hours and days to more efficiently balance parking supply and demand.
DYNAMIC METER ZONE
Means a parking meter zone with dynamic hours and dynamic pricing.
DYNAMIC PRICING
Means the adjustment, from time to time by resolution of City Council, of on-street parking meter rates in order to more efficiently balance parking supply and demand.
PARKING METER
Means a device intended to assist public authorities in enforcing ordinances limiting the time during which vehicles may be parked on any highway, street or off street lot within a parking meter zone.
PARKING METER ZONES
Means highways or portions thereof on which parking meters are installed, operated and used.
STADIUM DISTRICT
Means a parking meter zone within walking distance (approximately 0.5 mile) of the stadium located at 2501 Seaport Drive, Chester, Pennsylvania, commonly referred to as "Subaru Park," which will be subject to dynamic hours and dynamic rates during major stadium events and games.
Council by ordinance or resolution or, in the absence of such legislation, the Mayor may designate parking meter zones and direct the erection and maintenance of parking meters within such parking meter zones.

A. 
Parking in any meter zone on Sundays and the following holidays: New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving and Christmas Day, is hereby specifically excluded from the provisions of this article. However, on all days other than Sundays and holidays, parking in any parking meter zone is hereby limited and restricted to a period of time posted by signage, between the hours of 8:00 a.m. and 6:00 p.m. on all days except Friday and Saturday and between the hours of 8:00 a.m. and 9:00 p.m. on Fridays and Saturdays, upon the recommendation of Council by resolution. The Mayor may designate days of non-operation of parking enforcement as special needs may arise.
B. 
Notwithstanding the foregoing, any parking meter zone designated and clearly marked as a Dynamic Meter Zone shall not be limited to the hours set forth in § 528-101A but shall rather have such hours of operation established in accordance with the dynamic pricing and dynamic hours adopted from time to time by resolution of City Council.
C. 
Pursuant to § 528-100, Meter zones designated, the Stadium District shall be established and designated as a dynamic meter zone, for which dynamic hours and dynamic pricing shall commence approximately two hours prior to scheduled games and/or events. Those rates will remain in effect for the duration of the game or event. All events or games are subject to change.
A. 
In all parking meter zones, a parking meter shall be installed to serve each parking space; provided that, multiple-space parking meters may be installed for multiple parking spaces.
B. 
All parking spaces shall be plainly designated by line or markings on the highway, street, or off-street parking lot and may be placed either parallel or diagonally to the curb.
C. 
Whenever any street or portion thereof is designated as a parking meter zone, any space within the limits of such parking meter zone not regulated by parking meters shall be prohibited to parking.
Parking meters shall be placed upon the sidewalks, curbs or buffer area immediately adjoining or next to each designated parking space and in such manner as to show or display by a signal that the parking space controlled by such meter is or is not legally occupied.
Every vehicle parked in any parking meter zone shall be entirely within the lines of the designated parking space. It shall be unlawful to park a vehicle across any marking which designated a parking space; provided, however, that a vehicle so large that it cannot be parked within a single parking space may be parked in two parking spaces provided that payment is made for both parking spaces at the parking meter for each such space.
A. 
No person shall park a motorcycle within a metered parking space if there is already a motorcycle or other vehicle parked in such metered space.
B. 
No person shall park a motorcycle within a metered parking space unless the motorcycle is parked parallel to and within 12 inches of the curb, and within 24 inches of the front end of such metered parking space.
Upon parking any vehicle in a parking meter zone at any time during which the provisions of this article are in effect, the operator thereof shall, upon entering the designated parking space, immediately deposit or cause to be deposited legal tender of the United States, or make payment through another allowable payment method, as designated on the parking meter controlling such space. The amount of said legal tender shall be as set by Resolution of City Council from time to time. Said Resolution shall set forth the location of the parking meter, the amount of legal tender required for a set period of time, and the maximum amount of time allowed for a vehicle to occupy the parking space. Upon the deposit of such legal tender and the placing of such meter in operation, such parking space may be lawfully occupied by any vehicle during the period of parking time as indicated on the parking meter. Failure to deposit such fee for a vehicle at a parking meter whose time has expired shall constitute a violation of this section. If a mobile payment system for parking meter fee is implemented, the required fee for the initial payment through the system up to the posted time limit shall be the fee designated by the City.
The legal tender required to be deposited in parking meters or made through other payment method is hereby levied and assessed as a fee to provide for the proper regulation and control of traffic.
No owner or operator of any vehicle shall cause, allow or permit such vehicle to be parked overtime in a parking meter zone or beyond the period of the legal parking time established for such parking meter zone, as posted.
No person shall deposit or cause to be deposited in any parking meter legal tender of the United States for the purpose of increasing or extending the parking time of any vehicle in a parking meter zone beyond the time specified in the posted time-restriction applicable to such parking meter zone.

No person shall deposit or cause to be deposited in any parking meter any slug, device, or metallic substitute for a legal tender of the United States.
No person shall deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter.
Nothing in this article shall be construed as prohibiting the City from providing for free parking space for loading and unloading, but stops, taxicab stands or for other matters of a similar nature. All existing curb loading zones shall be abolished upon the installation of parking meters, except those expressly authorized.
The duty of enforcing the provision of this article shall be on the Mayor acting through the Police Department or other designated enforcement programs. The fine for any violation of this article shall be $35 if another penalty is not otherwise provided.
