Anyone procuring a City permit for work causing waste material shall certify to the Director of the Department of Streets and Public Improvements or his designee, on forms to be provided by the Department, that they removed all waste material caused by such work.

Any person, firm, or corporation violating any provision of this article shall, upon conviction in a summary proceeding, be fined not more than $600 and costs and, in default of payment thereof, shall be imprisoned not more than 90 days. Each day's violation shall constitute a separate violation.
