The Mayor, with the consent of the Board of Trustees, may appoint a Commissioner of the Village Harbor Masters and set forth his duties and responsibilities, and the Mayor may appoint as many Deputy Harbor Masters as he or she shall determine to be necessary and may designate one of such Harbor Master to be the Head Harbor Master of the Village. Such Harbor Masters shall be organized as a Village Harbor Master force, as shall be determined by the Village Board of Trustees. The term of office of each Harbor Master shall be one year.
All Harbor Masters are authorized to issue appearance tickets relating to the enforcement of any statute, local law, ordinance, rule or regulation affecting the public health, safety and welfare.
The Mayor is authorized to make rules and regulations as may be required for the efficient administration of such constable force and shall also provide, within the limits of any appropriation and subject to the approval of the Board of Trustees:
A. 
A training program for Harbor Masters which may or may not be in cooperation with any police agency or the Sheriff's office.
B. 
Liability insurance for such Harbor Master which shall protect the Harbor Masters and Village from acts of liability that may arise during the performance of duties as Harbor Masters.
C. 
Worker's compensation, accidental injury insurance, disability insurance or life insurance as shall be agreed between the Harbor Masters and the Village.
D. 
Uniforms and equipment for Harbor Masters as may be necessary or desirable to carry out the duties of the office.
