(a) 
No person shall engage in the business of constructing any sidewalk or curb on or adjacent to any street, highway, public place or other village property without a license issued by the village.
(b) 
No license shall be issued to any person unless:
(1) 
The person has the qualifications required by section 10-2.
(2) 
The person has been examined and approved by the planning board.
(c) 
No license shall be issued until a fee in the amount established by resolution is paid to the village.
(d) 
No license shall be issued to any person who has not deposited with the village clerk a surety bond issued by a recognized surety company in a form approved by the village attorney in the sum of not less than two thousand dollars ($2,000.00). The bond shall provide for the replacement of any defective work done by the licensee and shall remain effective for a period of one (1) year after the completion of work done.

(a) 
A person shall not construct any sidewalk or curb on or adjacent to any street, highway, public place or other village property without first obtaining from the village clerk a permit authorizing such construction. Permits shall be issued only to sidewalk contractors licensed pursuant to the provisions of this article.
(b) 
No permit shall be issued until a fee in the amount established by resolution is paid to the village.
(c) 
Each permit issued in pursuance of this section shall at all times be in the personal possession of the parties actually prosecuting the work and shall be available for inspection.

Each application for the permit required by the provisions of this article shall be accompanied by a certificate of insurance in form approved by the village attorney and issued by an insurance company authorized to do business in this state running to the village, guaranteeing that the applicant has provided public liability coverage to save the village harmless from all claims, actions and proceedings brought by any person for injury to persons or property resulting from or occasioned by any fault or default of the person to whom the permit is issued or by anyone acting on his behalf in the following amounts:
(1) 
One million dollars ($1,000,000.00) for death or injury to any one (1) person.
(2) 
Three million dollars ($3,000,000.00) for personal injuries or death arising out of any one (1) occurrence.
(3) 
Five hundred thousand ($500,000.00) for damage to or destruction of the property of any one (1) person.
(4) 
One million dollars ($1,000,000.00) for damage or destruction to property arising out of any one (1) incident.

No person shall construct or cause or permit to be constructed a curb or sidewalk unless the curb or sidewalk shall be constructed in accordance with the grade which shall have been obtained from the planning board and according to specifications as adopted by the board of trustees.

Every person who constructs a sidewalk or curb shall guard any excavation or work by guardrails, red signal lights or any other means as may be necessary to warn pedestrians and others of the danger.
