The personnel regulations of the city are hereby saved from repeal, and the ordinance adopting this Code shall not repeal or affect such regulations. Copies of such regulations are on file in the city secretary's office and available at the human resources department.

(a) 
The authority to determine methods of purchases and construction contract required by V.T.C.A., Local Government Code §§ 252.021 and 271.114 is hereby delegated to the city manager or his designee.
(b) 
All authority which can be lawfully delegated by the city council to the city manager is hereby so delegated to the extent not inconsistent with the ordinances and charter of the city and the budget adopted by the city council.

The following fees are established in the amounts set forth in Appendix A, Fee Schedule, and shall be charged by the city:
