The recitals and findings contained in the preamble of the resolution from which this article is derived are hereby adopted as a part of this article and incorporated herein by reference as though such recitals and findings are set forth at length as a part of this section.

The creation of a health facilities development corporation on behalf of the city, with the powers set forth in the Act, to be named "North Richland Hills Health Facilities Development Corporation" (the "corporation") is hereby authorized and approved.
