(a) 
Composition.
The library board of the city shall consist of seven members and one alternate, each of whom shall be a resident of the city. Each member of the library board shall serve in a designated place numbered one through seven.
(b) 
Terms.
The terms of office of the members shall coincide with the mayor and council members, unless appointed to fulfill a vacancy. The elected official who nominated the appointee may remove his appointee at any time.
(c) 
Appointment; compensation; vacancies; alternate.
The library board shall be appointed as provided in § 2-121. All members shall serve without compensation. Vacancies in the membership of the library board shall be filled in the same manner as set out herein. The alternate shall be entitled to sit and vote in the event of absence of a regular member.

The city council member elected to the city council place corresponding to the board member's number shall be responsible for nominating the person to serve in such place on the library board. The mayor shall be responsible for nomination of the alternate. The nomination by a particular council member shall be subject to approval of a majority of the city council, so that the composite board shall be appointed by the city council. The library board shall elect its own chairperson annually.

The library board shall act in an advisory capacity to the mayor and city council and director of the library. It shall be the duty of the library board to study and determine the needs of the city for public library facilities and services.

The library board shall hold regular meetings at such time and place as it may fix, and such special meetings as may be called by the chair or at the request of any two members of the board. The library board is hereby authorized to provide for the election of a vice-chair, who shall preside in the absence of the chair, and is further authorized to prescribe such rules and regulations governing its own proceedings as it may deem advisable.
