Whoever willfully detains any book, magazine, newspaper, pamphlet, manuscript, audiovisual material, or other property belonging to the public library for 30 days after notice in writing to return the same, given after the expiration of the time which by the rules of such institution such property may be kept, or willfully injures or defaces any book, newspaper, magazine, pamphlet, manuscript, audiovisual material, or other property belonging to the public library, by writing, marking, tearing, breaking, or otherwise mutilating, shall, upon conviction, be fined as provided in section 1-13.

(a) 
Posting of rules.
The director of the library or as otherwise designated by the city manager is hereby authorized to post a set of rules entitled "North Richland Hills Public Library Rules Governing the Use of the Library."
(b) 
Exclusion for violation.
In the event of violation of said rules by any person, the director of the library or as otherwise designated by the city manager shall have the authority to exclude the violator for a term certain from the library premises. Such exclusion may be verbal or in writing.
(c) 
Permanent record.
The director of the library or as otherwise designated by the city manager shall cause to be prepared a permanent record which gives the name of the person excluded, that person's address, the term of exclusion, the date of the exclusion and the initials or signature of the designee who ordered the exclusion.

(a) 
Library cards.
Library cards shall be issued free of charge to residents of the state.
(b) 
Book replacement and material charges.
For lost or damaged books, or library materials, the actual cost of the book or material plus a processing fee shall be as established in appendix A. Fees shall be subject to change annually by the director of the library upon approval by the director of finance.
(c) 
Maker Spot charges.
A fee shall be charged for use of the Maker Spot facilities. Such fee shall be as established in Appendix A.
