(a) 
General speed restrictions.
No person shall drive, as defined by state law, a motor vehicle, motorcycle, bicycle, motor-driven cycle, motor-assisted cycle or any other vehicle of any kind upon a public street, alley, highway or parkway within the corporate limits of the city at a speed greater than is reasonable and prudent under the circumstances then existing. Except where a special hazard exists that requires lower speeds for compliance with subsection (c) of this section, the limits specified in this article and established as authorized by law shall be the lawful speed limit, but any speed in excess of the limits specified and established as authorized by law shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.
(b) 
Speed limit in urban district.
The speed limit shall be 30 miles per hour in any urban district. For the purposes of this subsection, the term "urban district" means the territory contiguous to and including any highway or street which is built up with structures devoted to business, industry or dwelling houses, situated at intervals of less than 100 feet for a distance of one-quarter mile or more on either side.
(c) 
Reasonable and prudent speed.
No person shall drive a vehicle upon a public street or public alley within the corporate limits of the city at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.

(a) 
Authority.
Upon the basis of an engineering and traffic investigation made as authorized by the provisions of V.T.C.A., Transportation Code § 545.351 et seq., Uniform Act Regulating Traffic on Highways, the city is authorized to determine reasonable and safe speeds on public streets.
(b) 
Speed limits on specific streets.
Upon the basis of an engineering and traffic investigation made as authorized by the provisions of V.T.C.A., Transportation Code § 545.351 et seq., Uniform Act Regulating Traffic on Highways, the following prima facie speed limits indicated for vehicles are hereby determined and declared to be reasonable and safe, and such speed limits are hereby fixed at the rate of speed indicated for vehicles traveling upon the named streets and highways, or parts thereof, described as follows:
