The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Traffic control device
means a sign, signal, marking or device that is used to regulate, warn or guide traffic. Such term includes a traffic control signal which is a manual, electric or mechanical device that alternately directs traffic to stop and to proceed.

All traffic control devices located on public streets of the city on September 1, 2003, are hereby declared to be authorized as official traffic control devices.
