There is hereby established "The Teen Court of North Richland Hills, Texas."

In the event that any matter arises in the operation of the teen court which is not covered by the said "rules," the municipal judge is given the discretion to rule on such matters. Final interpretation of the "rules" shall be within the province of the municipal court.

The mental state of the accused in any complaint in the municipal court which charges a violation of a city ordinance or a section or sections of the city Code need not be pled in the charging instrument, nor proved by the evidence. This section shall be interpreted as a waiver of the need to allege a culpable mental state in such cases involving city ordinance and/or Code violation.
