The township planning commission shall perform the duties and functions of a planning agency as prescribed by the terms of Article II of the Pennsylvania Municipalities Planning Code (Act 247 of 1968, as amended) and by the provisions of this part 2A consistent therewith.

The planning commission shall consist of seven members to be appointed by the board of supervisors. All members shall be residents of the township and shall serve without compensation except that they may be reimbursed for necessary and reasonable expenses. No more than two members may be elected or appointed officers or employees of the township, and shall not, by reason of membership on the commission, forfeit the right to exercise the powers, perform the duties or receive the compensation of the municipal offices held by them during membership on the planning commission.

The term of each member shall be four years or until his successor is appointed and qualified. If a vacancy should occur otherwise then by expiration of a term, it shall be filled by appointment for the unexpired term according to the terms of this part 2A.
3. 
Any increase or reduction in the number of members shall be by ordinance. To reduce the number of members, such reduction shall be effectuated by allowing terms to expire and by making no new appointments to fill the vacancy.
4. 
Removal of any member shall be in accordance with the provisions of § 206 of Act 247 (as amended).
5. 
One member of the planning commission shall serve as secretary to keep minutes of all public meetings and hearings and to conduct correspondence.
6. 
The board may appoint a consultant on planning and zoning who may serve as a member of the planning commission if qualified by residence in the township. This officer shall be responsible for research and preparation of ordinances and amendments relating to planning and zoning, for drawing up recommendations relating to problems that involve planning and zoning for presentation to the commission and the board, and for preparing studies and reports when requested to do so by either the planning commission or the board.

The commission shall elect its own chairman, vice-chairman and secretary at the first public meeting of each year and shall send a list of such officers to the board of supervisors. Officers may succeed themselves.
2. 
The commission shall keep a fall record of its business and shall, by March 1 of each year, send a report of its activities to the board of supervisors.
3. 
The commission shall promulgate a set of rules and regulations, subject to the approval of the board of supervisors, to govern:
A. 
Conduct of meetings and agenda therefore;
B. 
Duties required of all members;
C. 
Special duties of each member;
D. 
Keeping of required records; and
E. 
Any other procedures that will expedite the planning process, the review of subdivision applications, studies and changes in regulations that relate to planning and zoning and responses to request for information.

1. 
In addition to performing the functions prescribed by § 209.1 of Act 247, the planning commission shall be required to do the following:
A. 
To hold at least one public meeting each month at a regular time and place for the purpose of:
(1) 
Reviewing and making recommendations on applications for subdivision and land development plans according to the provisions of the current subdivision and land development ordinance [chapter 22].
(2) 
Reviewing, discussing and making recommendations to the board of supervisors regarding any ordinances, amendments or other matters referred to the commission by the board or the planning consultant.
(3) 
Taking any appropriate action on requests for advice, information or motion relating to planning and zoning made by residents or any other persons having business with the township if such matters fall within the scope of the commission's duties.
(4) 
Conducting any other business requiring decision and action by the commission.
B. 
To hold such other public meetings and hearings as are required by Act 247 (as amended) or by the necessity to expedite work in progress. The commission may elect to hold more than one public meeting per month, allocating different phases of its work to each meeting and restricting matters which may be brought up to those assigned for the respective meetings.
C. 
To hold executive sessions or conferences as required to study proposals submitted to the commission and to gather information to further the work of the commission.
D. 
To send at least one member to each public meeting or hearing held by the board of supervisors and each hearing of the zoning hearing board, for the purpose of reporting to the commission any problems relating to planning or zoning which were discussed at such meetings or hearings. Members who shall be required to attend and make reports shall be those members not serving either as chairman, secretary or as officers of the township who are regularly required to attend such meetings and hearings. The chairman shall assign members to attend these meetings and hearings on a rotating basis whenever possible.
