There is hereby created a park and recreation board to be known as the "London Grove Township Park and Recreation Board."

The board shall be composed of five members, who shall be appointed by the supervisors of the township. Said board shall have the power to provide, conduct, and maintain public recreation areas, facilities and centers, subject to all of the responsibilities of § 2204 of the Second Class Township Code, 53 P.S. § 67204. The board members shall serve for terms of five years, or until their successors are appointed, except that members first appointed shall be so appointed that the term of one member shall expire annually thereafter. Vacancies occurring otherwise than by expiration of term shall be filled only for the unexpired term, by appointment of the supervisors.

The park and recreation board (hereinafter, "board") shall appoint from its membership a chairman and such other officers as it may deem necessary. The board shall, from time to time, make rules governing the operation and conduct of the recreational facilities operated by the board, and may establish fees for the use of the parks. The board shall hold regular meetings at such times and places as it designates.

The board shall maintain, operate and supervise the public parks, playfields, and all outdoor and indoor recreation areas and facilities owned or controlled by the township. Standards, qualifications and salary schedules for all classifications of recreation employees, and appointments to such positions, shall be approved by the supervisors of the township.

The board may accept any grant, gift, bequest, or donation of services, equipment, real estate, or money from any individual or group, to be used as specified by the donor, or by the terms of acceptance. The board shall have no authority to enter into any contract or incur any obligation binding upon the township other than current obligations or contracts to be fully executed within the then current fiscal year, and all within the budget appropriations made by the supervisors of the township.

The funds appropriated by the supervisor of the township and budgeted to the board shall be disbursed by the fiscal disbursing officer of the township upon vouchers issued by the board and within the budget appropriation made. Funds received by the board from sources other than budget appropriation shall be deposited by the township to the credit and for the use of said board and disbursed as the above budget funds are disbursed except that funds received by gifts, bequests, or otherwise shall be disbursed in accordance with the terms of such gift or bequest, or the terms of the acceptance thereof.

The board shall make full and complete report annually to the supervisors of the township, at their January meeting. The fiscal year for said board shall conform to that of the township.
