It shall be the duty of the city attorney to be present at the meetings of the council whenever required to do so by the mayor or a member thereof and to advise the council and its members with reference to the exercise of their powers and to draw all ordinances required.

The city attorney shall advise all town officers and authorities in all legal matters pertaining to their duties whenever requested to do so by such officers.

Professional service provided by the city attorney shall be compensated for such services by reasonable contractual arrangements between the city attorney and the city.
