There is created and established a police reserve force of up to 10 members who shall be appointed by the director of public safety of the city with the approval of the mayor. The police reserve force shall function as a unit of the city civil defense system and under the supervision of the chief of police of the city.

The duties of the police reserve force are to supplement the regular police force in the event of a major disaster affecting citizens of the city; to aid in the control of traffic and maintenance of order at parades; general policing of large assemblies of people; to assist the regular police in the protection of life, property and preservation of peace and order; and to perform such other duties as the chief of police shall prescribe.

A. 
To be eligible for membership in the police reserve force, each applicant must file an application with the chief of police indicating his willingness to serve a six-month probationary period, which consists of working a minimum of 20 hours a month riding and gaining experience and education from all members of the regular police department; meet all of the requirements and qualifications prescribed for membership in the police reserve force; complete all training programs; and be appointed by the chief of police.
B. 
After completing the probationary period, which consists of six months, 20 hours each month, the applicant must obtain from each regular police officer a signed report of his progress which will be turned over to the chief of police at the completion of the probationary period. From this information, it will be determined by the chief of police if the applicant has completed a satisfactory probationary period and may be appointed to the reserve force.
C. 
After completion of the probationary period, the applicant may be appointed, in writing, by the chief of police as a member of the police reserve force and then be required to work 12 hours a month, consisting of attending all training programs and officers' meetings.
D. 
A member of the police reserve force shall:
1. 
Be a citizen of the United States;
2. 
Be a resident of the county;
3. 
Be trustworthy and of good moral character;
4. 
Not have been convicted of a felony or any offense involving moral turpitude;
5. 
Be 21 years of age.

Each applicant must complete first-aid training, which consists of receiving an advanced first-aid card and certification in cardiopulmonary resuscitation in the first eight months of service. The applicant must pass all examinations given during the training period. Failure to comply with these requirements, at the discretion of the chief, is grounds for removal from the force.

The chief of police is authorized to furnish each member of the police reserve force a membership identification card and police badge. The membership identification card is to be carried by the reserve member at all times, and the police badge is to be worn only when the reserve policeman is on official duty.

Membership of any person in the police reserve force may be revoked at any time by the chief of police. Any member of the police reserve may resign upon notification to the chief of police. Upon separation from the organization, all equipment issued by the city to the reserve member must be returned within five days.

The chief of police shall be the commanding officer of the police reserve force. He shall be responsible for establishing a training program, promulgating rules and regulations for the conduct of the reserve force, prescribing the uniform and supervising the performance of duty of the reserve members. The chief of police shall select and appoint members of the police reserve force and may appoint such subordinate officers as he deems suitable and necessary.

Members of the police reserve force shall have all those powers vested in them by the chief of police while in the performance of officially authorized duty, but under no circumstances shall said reserve policemen exercise any power while not in the performance of duties ordered by the chief of police or his authorized representative.

No member of the police reserve shall carry a firearm until he has received from the chief of police a certificate showing that he is qualified in the use of such firearm, unless he is on assignment of duty in which the chief of police considers a firearm necessary.

Members of the police reserve force shall normally serve without compensation. The city council may, at its discretion, pay all or part of the cost of furnishing uniforms and equipment and false arrest insurance when the appropriation therefor has been indicated as an item in the city budget for civil defense or police protection.

The city shall register all regular members of the police reserve officers as civil defense workers so that in the event of injury or death in the performance of duty, such reserve force members will be eligible for compensation available for this purpose as may be established by the State Legislature.
