Every regular member of the city volunteer fire department is authorized to enroll for the pension and retirement benefits available under the provisions of Chapter 41.24 RCW (Laws 1945, Chapter 261; Laws 1953, Chapter 253), under such rules and regulations as may be enacted and established by the board of trustees charged with the administration of the firemen's relief and pension benefits; provided, however, that for the purposes of this chapter, the membership of the city volunteer fire department shall be limited to and shall not exceed 25 firemen for each 1,000 population or fraction thereof.

Every regular member of the city volunteer fire department who shall have enrolled for the pension and retirement benefits under this chapter shall be entitled to all pension and retirement benefits allowed under the Volunteer Firemen's Relief and Pension Act of the state as presently enacted or as hereinafter amended, subject to qualifications required by law.

There is created a fund known as the Castle Rock volunteer firemen's pension fund. An annual appropriation shall be made by the city in the amount of $13.00 for each regular member of the city volunteer fire department who shall have enrolled for the pension and retirement benefits of this chapter, which sum shall be paid to the State Treasurer for the benefits of said fireman, and which sum of $13.00 shall include the amount of $3.00 payable annually for each fireman for protection from death or disability under Chapter 2.80 CRMC. The sum shall be paid from said fund to the State Treasury in the manner provided by law on or before the first day of March of each year in which said fireman shall be entitled to said benefits; and, in addition to the sum of $13.00, the town shall collect from each of said firemen, so electing to enroll under said pension and retirement provisions, the sum of $12.00 annually, which sum shall also be paid to the State Treasury as the fireman's share of said pension and retirement benefits, in the manner provided by law.

The board of trustees heretofore created in the city under the provisions of Chapter 2.80 CRMC shall also provide for the enrollment of all members of the city volunteer fire department electing to avail themselves of the said pension and retirement benefits; and for such purposes the board of trustees shall have and exercise such power and authority as may be necessary and proper to administer the provisions of Chapter 41.24 RCW, otherwise known as the Volunteer Firemen's Relief and Pension Act; and the board of trustees shall administer the provisions of said law to assure the members of the city volunteer fire department of the full pension and retirement benefits allowed by law.

The right of any persons to any future payment under the provisions of this chapter shall not be transferable or assignable in law or equity, and money or moneys paid or payable for the rights existing under this chapter shall not be subject to execution, levy, attachment, garnishment or other legal process or to the operation of any bankruptcy or insolvency law.
