There is hereby established, pursuant to the authority of C.G.S. § 7-148(c)(2)(K), a special fund known as the “Reserve Fund for Police Equipment” (the “Police Reserve Fund”), which shall be available to the East Granby Resident State Trooper (“Resident Trooper”) for the purpose of purchasing law enforcement equipment, vehicles, outfitting said vehicles, or maintaining equipment and facilities in current use.
The Police Reserve Fund shall not lapse at the end of any fiscal year. The balance of the Police Reserve Fund may accumulate to a maximum of $100,000. Any revenue generated which would exceed this $100,000 cap shall be transferred to the Town’s general fund.
Contributions to the Police Reserve Fund shall be made from revenue generated through private duty police assignments to third-party contractors. This Police Reserve Fund shall not be supplemented with tax revenue or place a direct burden on the taxpayers in any manner.
The Police Reserve Fund shall be overseen by the Board of Selectmen and Board of Finance to ensure the funds are being allocated appropriately. Fund requests up to $5,000 may be authorized by the First Selectwoman or her successor. Fund requests in excess of $5,000 shall be authorized by the approval of both the Board of Selectmen and the Board of Finance, through a written request from the Resident Trooper, with an accompanying estimate or quote. The Board of Selectmen and/or the Board of Finance may also request a written plan of action related to the expected use of the Police Reserve Fund by the Resident Trooper and may pre-approve purchases based on this plan.
The Police Reserve Fund shall be held in the custody of the Town Treasurer, and shall be administered in accordance with the Town’s investment practices, ordinances, and the Connecticut General Statutes.
