The city public works director is authorized to designate point of sales as follows:
A. 
Intersection of Powell Road and Pioneer Avenue NE for Burlington Northern Santa Fe Railroad usage;
B. 
At points where contractors were required to install new hydrant as outlined in CRMC § 13.16.021;
C. 
360 A Street SW, the public works facilities.

A. 
There shall be imposed a fee per gallon of water in addition to a meter charge per customer for each calendar month or partial month of meter use. The fee per gallon and meter charge shall be established by resolution of the city council. Customers must have an approved backflow device prior to getting water. Customers who do not have an approved backflow device may use a city-owned device for an additional fee as established by resolution of the city council. A retail water sales application must be completed by the customer and hydrant arrangements made with the public works director prior to any sales becoming final.
B. 
Customer will be responsible for all charges to repair or replace the meter used due to negligence as determined by the public works director.

Contractors that anticipate using more than 1,000,000 gallons within a two-month period shall:
A. 
At a location prescribed by the public works director, install a new hydrant, at the contractor's cost, which will be in lieu of a service connection fee; and
B. 
Provide a deposit, determined by the public works director, which is based on the cost sufficient to replace a two and one-half inch hydrant meter; and
C. 
Be imposed the same fees as set forth in CRMC § 13.16.020.

At the direction of the public works director, special circumstances requiring public works personnel to provide services shall be billed at the applicable rate, which includes the cost of salary and benefits.

It shall be unlawful to obtain water for private or commercial use from the city's hydrants other than designated through this chapter. Violation of this section shall be a misdemeanor.
