This title is adopted in the furtherance of the comprehensive plan of the city and to provide for the orderly growth and different living environments inherent within the city. It is hereby declared that the regulations contained in this title are necessary to regulate the subdivision of land to promote the public health, safety and general welfare of the citizens of the city in accordance with the standards established by the state to prevent the overcrowding of lands; to lessen congestion in the streets and highways; to provide for adequate light and air; to facilitate adequate provision for water, sewerage, parks and recreation areas, sites for schools and school grounds and other public requirements; to provide for proper ingress and egress; to protect environmentally sensitive areas; to encourage the conservation of nonrenewable energy resources; and to provide uniform monumenting of land subdivisions and conveyance of accurate legal descriptions.
