The Measure K oversight committee is an advisory body created to assist the city council on matters regarding funds collected from the tax established by Measure K. The Measure K oversight committee will ensure transparency and oversight of the tax revenue generated by Measure K. This committee will not have oversight as to how other sources of revenue, not derived from Measure K, should be expended.

In addition to the general provisions outlined in Chapter 2.20, the scope and duties of the Measure K oversight committee shall include the following:
A. 
To make recommendations to the city council on matters pertaining to funds collected from the tax established by Measure K; and
B. 
To ensure transparency and oversight of the revenue generated from the tax established by Measure K; and
C. 
To review the annual independent audit, which will be performed by an independent auditor, on the Measure K generated revenue and expenses during the previous fiscal year; and
D. 
To advise on responsibilities regarding Measure K spending priorities, funding source decisions, and/or financing plans.

A. 
The Measure K oversight committee consists of five members.
B. 
In addition to the commission's regular members, one member of the city council will be appointed as a non-voting liaison to the committee. This position has a one-year term, which term is not bound as stipulated in Section 2.20.040, subsections A, B, and C of this code.

A. 
The Measure K oversight committee shall hold its regular meetings quarterly as established by resolution.
B. 
The Measure K oversight committee may request to have a special meeting during or in advance of budget season (January through May). The Measure K oversight committee shall consider Section 2.20.180 when considering a request to have a special meeting.
