The process of adding property to the Town is referred to in Wyoming State Statutes as "Annexation" at Article 4 of Chapter 1 of Title 15. The detailed requirements for annexations are found in the statutes following the reference, specifically at Wyoming State Statutes, W.S. §§ 15-1-401 through 15-1-423. The provisions of the applicable Wyoming State Statutes shall govern and control in regard to annexations to the Town.
An annexation agreement between the Town a petitioning landowner or land developer, as applicable, may be required to annex land into the Town at the discretion of the Town Council. Typically, an annexation agreement will address the following, and may be subject to revision up to the time of final acceptance by the governing body:
A. 
Identification of geographic area to be annexed by the Town;
B. 
The financial obligation and timeline of the landowner to construct infrastructure to provide service to the annexed area and the requirement to construct such infrastructure in compliance with the requirements of the service provider;
C. 
The landowner's consent to comply with all Town regulations, including, but not limited to, regulations pertaining to: drainage, erosion, and stormwater management; fire protection and emergency response; refuse; snow removal; and nuisances;
D. 
The landowner's consent to identify and provide public improvements necessary to facilitate the development and to address the impacts of the development on existing Town infrastructure and services;
E. 
Set forth any further obligations placed upon the landowner and/or the Town as conditions of annexation;
F. 
Such other matters as the Town shall deem necessary to address in regard to the protection of the health, safety and welfare of the persons residing in the area proposed to be annexed and in the Town.
Every annexation petition shall be accompanied by a filing fee as set by resolution. In addition, an applicant shall reimburse the Town for all costs that the Town shall incur in regard to any annexation petition, including but not limited to cost of preparing annexation report, publication costs, and engineering and legal review.
