Pursuant to the provisions of §§ 7-148(c)(6)(C)(v) and 7-163a of the General Statutes of the State of Connecticut, Revised to 2025, as amended, the Town of Harwinton hereby adopts the following ordinance regulating private snow removal.

For purposes of this article, the terms "highway" and "street" shall have the same definition as set forth in § 13a-l of the General Statutes, as amended. The term "shoulder" shall mean that portion of the highway between the boundaries of the highway and the paved or traveled portion of the highway. The term "sidewalk" shall mean that area adjacent to the highway or street intended for pedestrian use.
No person shall shovel, plow or throw or cause to be shoveled, plowed or thrown any snow or ice from any premises, on or into any state or municipal highway, street, shoulder or sidewalk in the Town of Harwinton in such manner as to impede or pose a hazard to public travel. It shall be a violation of this section where any person plows snow or ice, or causes snow or ice to be plowed, from a premises across a state or municipal highway, street, shoulder, or sidewalk.
Any person who violates this article shall, for the first offense, be guilty of an infraction and shall be fined $50, and for each subsequent offense be fined $250. In cases of repeat offenses, the Town may apply for a court order or other remedy to ensure safe and unimpeded travel by the public.
