A.
Pursuant to the authority conferred by Chapter 35A.63 RCW, Laws of the State of Washington, there is created a Town Planning Commission consisting of seven voting members who shall be appointed by the Mayor and confirmed by the Council. The Mayor may appoint, with the confirmation of the Council, one alternate member. The alternate member may participate in discussions but shall not vote on any matter before the Commission, unless a voting member is absent or disqualified for any reason, in which case the alternate member shall serve as a voting member during such absence or disqualification.
B.
The term of office of the member shall be four years commencing on January first of each year, unless earlier removed.
C.
Vacancies occurring otherwise than through the expiration of terms shall be filled for the unexpired terms. Members may be removed by the Mayor with the approval of the Town Council.
D.
The members shall be selected without respect to political affiliations, and they shall serve without compensation.
