A. 
A violations bureau is established for the Town.
B. 
The violations bureau shall be under the supervision of such district court or municipal department thereof or such other municipal court as the Town contracts with for judicial service.
C. 
The employees of the violations bureau shall be Town employees.
D. 
The violations bureau shall be open during such hours as the Town Council may designate.

The following duties are imposed upon the violations bureau in reference to all offenses:
A. 
It shall accept designated bail and issue receipts.
B. 
It shall receive requests from persons who wish to be heard in court, and forward those requests to the court with jurisdiction to hear such cases.
C. 
It shall keep an easily accessible record of all bail forfeitures and violations of the traffic ordinances of which any person has been charged, together with a record of the final disposition of all such alleged infractions and/or offenses, for the preceding five years.
D. 
Once each week the violations bureau shall forward to the State Department of Licensing the abstract or court record copy of each notice of traffic infraction and traffic complaint and citation indicating the disposition of each case involving bail forfeiture during the previous week.
E. 
The violations bureau shall perform such additional duties as required by the ordinances of this Town, court rules and the laws of this State.

The court:
A. 
Shall designate the specified offenses for which the violations bureau may accept payment of bail;
B. 
May designate a schedule to specify the bail amounts for the first, second and subsequent offenses, provided such bails are within the limits declared by law or ordinances;
C. 
May further specify what offenses shall require appearance before the court; and
D. 
May also designate a schedule to specify the bail for persons who have failed to appear before the court as required by statute, ordinance or applicable court rule.

The violations bureau is authorized to accept forfeiture of bail in specified cases in accordance with the bail schedule. If bail is forfeited, a receipt shall be issued to the alleged violator.

Any person issued a notice of traffic infraction or charged with an offense for which payment of bail may be made to the violations bureau shall have the option of:
A. 
Forfeiting such bail within the time specified in the citation or notice or notice of infraction;
B. 
Requesting a hearing to contest the determination that a traffic infraction or offense occurred;
C. 
Requesting a hearing to explain mitigating circumstances surrounding the commission of the infraction; or
D. 
Requesting a payment plan through the court's authorized contractor.
