All bicycles, electric bicycles, and motorized bicycles must be registered by the owner and properly licensed or tagged as provided in this chapter and in a safe operating condition.

Every owner of a bicycle, electric bicycle, or motorized bicycle shall register the device once with the Vehicle Clerk by filing an application setting forth the name and address of the owner, together with a complete description of such bicycle, including the make, type and serial number, on forms provided for such purpose by the Vehicle Clerk and by paying a one-time registration fee in an amount to be set by resolution of the City Council.

Each registered bicycle, electric bicycle, or motorized bicycle shall be assigned a number to be kept on file in the Vehicle Clerk as a public record. Upon registration, the Vehicle Clerk or designee shall cause an identification tag to be affixed to such bicycle so registered at or near the rear of the seat or saddle. The identification tag shall be serially numbered. In the case of theft, loss, mutilation, or defacement of the tag, a duplicate shall be issued. No person shall willfully remove, deface or destroy any identification tag.

Within 10 days after any change in ownership or the dismantling to take out of use any bicycle, electric bicycle or motorized bicycle registered pursuant to the provisions of this chapter, the person in whose name such bicycle has been registered shall report such information to the Vehicle Clerk.
