Every person riding a bicycle, electric bicycle, or motorized bicycle upon a street shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by the laws of the State pertaining to the rules of the road, or by the terms of this Code or other ordinances of this City applicable to the driver of a vehicle.

It shall be unlawful for any person operating a bicycle, electric bicycle or motorized bicycle to fail to obey the instructions of official traffic-control signs and other traffic-control devices applicable to vehicles.

No person operating a bicycle, electric bicycle, or motorized bicycle shall allow more persons at one time than the number for which such bicycle is designed and equipped.

(a) 
Any person operating a bicycle, electric bicycle, or motorized bicycle upon a roadway at a speed less than the normal speed of traffic moving in the same direction at such time shall ride as close as practicable to the right-hand curb or edge of the roadway.
(b) 
Persons riding bicycles, electric bicycles, or motorized bicycles upon a roadway shall not ride more than two abreast.

As provided in § 4-4.1404, bicycles, electric bicycles, and motorized bicycles are prohibited from operating on:
(a) 
Crescent Avenue from, at, or near its intersection with Metropole Avenue to its intersection with Clarissa Avenue;
(b) 
Sumner Avenue from its intersection with Crescent Avenue approximately 140 feet to its intersection with Calle Del Paseo; and,
(c) 
Catalina Avenue from its intersection with Crescent Avenue approximately 140 feet to its intersection with Calle Del Paseo.

No person shall operate a bicycle, electric bicycle, or motorized bicycle at a speed greater than is reasonable and prudent under the conditions then existing, and in no event at a speed which endangers the safety of persons or property. No operator shall travel over 20 miles per hour.

The operator of a bicycle, electric bicycle, or motorized bicycle emerging from an alley, driveway, bicycle path, building or otherwise approaching upon a sidewalk or sidewalk area shall yield the right-of-way to all pedestrians on such sidewalk or sidewalk area, and upon entering a roadway, shall yield the right-of-way to all vehicles or bicycles on the roadway.

No person shall leave a bicycle, electric bicycle, or motorized bicycle lying on its side on any sidewalk, nor upon the public right-of-way or the sidewalk rack to support the bicycle or against a building or at a curb, except in such a manner as to afford the least obstruction to pedestrian traffic.

It shall be unlawful for any person to ride or operate any bicycle, electric bicycle, or motorized bicycle on any sidewalk.

A person shall not tamper with or modify a bicycle, electric bicycle, or motorized bicycle, so as to change the speed capability of such bicycle, unless they appropriately replace the label indicating the classification.
(a) 
Every bicycle, electric bicycle, or motorized bicycle when operated within the City, shall comply with all of the equipment requirements contained in California Vehicle Code § 21201, and comply with the equipment and manufacturing requirements for such bicycles adopted by the United States Consumer Product Safety Commission (16 CFR 1512.1 et seq.).

(a) 
A person riding an electric, or motorized bicycle is subject to the same provisions as a person riding a bicycle, as described in Article 4 of Chapter 1 of Division 11, commencing with § 21200 of the California Vehicle Code. A rider must be 16 years of age or older to operate a Class 3 electric bicycle. A person under the age of 18 must wear a properly fitted and fastened bicycle helmet when riding an electric bike on a public roadway, bikeway, bicycle path, bicycle trail, or bicycle route regardless of electric bicycle class. All people operating or riding as a passenger upon a Class 3 electric bicycle shall comply with § 21213 of the California Vehicle Code regarding the wearing of a properly fitted and fastened bicycle helmet.
(b) 
A driver license with an M-1 or M-2 endorsement, registration, vehicle insurance, and a Department of Transportation (DOT) compliant helmet is required when operating a motorized bicycle. Motorized bicycles shall be operated in accordance with all applicable provisions of the California Vehicle Code and are not permitted on any bicycle path, trail, playground, park, school ground, or open space area in the City.
(c) 
Off-Highway Vehicle shall not be operated within the City limits, including but not limited to public roadways, parks, playgrounds, or paths.
