Every lot shall abut on a dedicated and improved street for at least twenty feet; except for lots in the rural residential zone two acres or greater in size which have access by permanent common use right-of-way, roadway, driveway or equivalent of a minimum width of forty feet to and from a dedicated city street; and provided, the city council, upon recommendation of the planning commission or the short plat committee, may waive said requirement for lots that are by deed or plat restrictions limited to use as open space areas, parks, or playgrounds, and limited to improvements consisting only of outdoor playground and park equipment, having appurtenant thereto a permanent access easement, right-of-way, or equivalent of a minimum width of five feet to and from a dedicated and improved street.
