A. 
Services that require metering shall be charged exclusively at the following rates:
(1) 
Meter rates:
(a) 
Hour rates: $18 per hour for one or more passengers.
(b) 
Mileage rates: $2.50 for the first 1/6 mile or fraction thereof; $0.40 for each 1/6 mile or fraction thereof.
(c) 
Waiting time: $0.50 for each one minute of waiting time or fraction thereof if the meter is equipped to measure time; provided, however, that the charge for waiting time may be assessed only in the case of delays caused by the customer.
(2) 
Special rates.
(a) 
Additional passengers over the age of 12 being transported from the same point of departure to the same destination shall be carried at an additional charge of $0.50.
(b) 
Children under the age of 12 shall be carried free when accompanied by an adult.
(c) 
Senior citizens (anyone 60 years of age or older), meter rate is less 15%.
(d) 
On any day in which the price of the lowest grade of unleaded gasoline is at or more than $4 per gallon, an additional charge of $0.50 per trip shall be charged. On any day in which the price of the lowest grade of unleaded gasoline is at or more than $5 per gallon, an additional charge of $1 per trip shall be charged. The additional $1 charge per trip authorized in the preceding sentence is in lieu of, and not in addition to, the $0.50 per trip charge authorized in the first sentence of this Subsection. In case of a complaint that this surcharge was imposed when the price of the lowest grade of unleaded gasoline was below $4 or $5 per gallon, depending on the applicable gas price, the vehicle for hire service shall supply to the City the name and location of the gasoline station which the vehicle for hire service used to determine that such price was at or more than said price.
(e) 
For rides that begin between the hours of 10:00 p.m. and 5:00 a.m., an additional $2 may be charged above the metered rate, provided that this amount shall not be assessed when one or more of the passengers is a senior citizen as defined in Subsection A(2)(c) or a person with a disability.
B. 
Contractual services. Notwithstanding the rates set forth previously in this Section, a holder shall not be precluded from entering into contractual agreements with businesses, private or public institutions, governmental units, or similar entities to provide transportation services under terms other than those previously set forth herein.
C. 
Companies licensed under this Chapter may from time to time wish to provide specialized services, which would require a fee structure different from the approved rate schedule enumerated in this Section.
(1) 
A fee structure for specialized services may be approved by the City Manager, provided that:
(a) 
The approved fee schedule shall apply to all companies that provide the same services; and
(b) 
The services are unique because of the use of specialized equipment or specialized services such as all trips originating at a common point.
(2) 
Licensees requesting special fee arrangements shall apply to the City Manager in writing specifying the service to be provided, the equipment to be used, and the fee to be charged. The City Clerk shall provide a copy of the request to all companies licensed by this Chapter and provide them with 10 calendar days to comment on the request. The City Manager must approve or deny the request within 30 calendar days of the date of the request.
D. 
Rates listed in Subsection A shall not apply to any vehicle for hire which has entered into an executed written contract granting the lessee and their guests the exclusive use of the vehicle for a continuous period of time of three hours or more. All vehicles purporting to be operating as such must at all times have in the possession of the driver a copy of the written contract, which has been executed by the current lessee of the vehicle.
The driver of any vehicle for hire shall, upon demand by the passenger, render a receipt for the amount charged, either by a mechanically printed receipt; by a specially prepared receipt on which shall be the name of the holder, license number or motor number, amount of meter reading or charges, and date of transaction; or by sending electronically.
A. 
Solicitation of passengers by driver. No driver shall solicit passengers for a vehicle for hire except when sitting in the driver's compartment of such vehicle for hire or while standing immediately adjacent to the curb side thereof. The driver of any vehicle for hire shall remain in the driver's compartment or immediately adjacent to their vehicle at all times when such vehicle is upon the public street, except that when necessary a driver may be absent from their vehicle for hire for not more than 10 consecutive minutes, and provided further that nothing herein contained shall be held to prohibit any driver from going into the street or onto the sidewalk for the purpose of assisting passengers into or out of such vehicle.
B. 
Prohibited solicitation. No driver shall solicit patronage in a loud or annoying tone of voice, by sign, in any manner annoy any persons, obstruct the movements of any persons, or follow any persons for the purpose of soliciting patronage.
C. 
Receipt and discharge of passengers on sidewalk only. Drivers of a vehicle for hire shall not receive or discharge passengers in the roadway, but shall drive to the sidewalk on the right-hand side of the road as nearly as possible or in the absence of a sidewalk to the extreme right-hand side of the road and there receive or discharge passengers, except upon one-way streets where passengers may be discharged at either the right- or left-hand sidewalk or side of the roadway in the absence of a sidewalk.
D. 
Additional passengers. No driver shall permit any other person to occupy or ride in said vehicle for hire unless the person or persons first employing the vehicle for hire shall consent to the acceptance of additional passenger(s).
E. 
Restriction of number of passengers. No driver shall permit more persons to be carried in a vehicle for hire as passengers than the rated seating capacity of their vehicle for hire as stated on the license for said vehicle.
F. 
Refusal to carry orderly passengers prohibited. No driver shall refuse or neglect to convey any orderly person(s) upon request unless previously engaged or unable or forbidden by the provisions of this Chapter to do so.
Vehicle for hire drivers shall transport each passenger to the person's destination by means of the most direct route thereto unless:
A. 
The passenger requests a different route; or
B. 
Traffic conditions necessitate a different route.
All articles found in vehicles-for-hire by the licensee or driver thereof shall be turned over to the Police Department within 24 hours of the finding thereof unless the lost property in the meantime is claimed by the owner. The Police Department shall give a receipt therefor, and if not claimed within 30 days such property shall be returned to the licensee or permitted driver.
Every holder is required to provide taxicab service 24 hours per day and seven days per week by:
A. 
Keeping at least one taxicab in operation at all hours; or
B. 
Reaching an agreement with one or more other taxicab operators who provide twenty-four-hour service to provide twenty-four-hour service by sharing or allocating equipment and labor therefor, which must be approved by the City Manager to be effective.
A. 
Every driver shall maintain a daily manifest upon which is recorded all trips made each day, showing the time and place of origin, the destination of each trip, the number of passengers, and the amount of fare. All such completed manifests shall be returned to the licensee by the driver at the conclusion of their tour of duty.
B. 
Every license holder shall retain and preserve all drivers' manifests in a safe place for at least one calendar year following the year to which they relate, and said manifest shall be available at any time on request by the City of Bloomington or Town of Normal.
A. 
Every holder shall keep and maintain accurate records of receipts from operations, operating and other expenses, capital expenditures, and such other operating information and data as may be required by the City.
B. 
All accidents arising from or in connection with the operation of vehicles for hire that result in death or injury to any person or in damage to any vehicle, or to any property in an amount exceeding the sum of $250 shall be reported to the municipal Police Department local to where the incident occurred within seven days from the time of the incident.
Subject to the rules and regulations of the City, it shall be lawful for any person owning or operating a vehicle for hire to permit advertising matter to be affixed to or installed in or on such vehicles-for-hire.
