Car rental services, as herewith regulated, constitute and include the leasing of car renting booth and office space in the passenger terminal building at Valley International Airport, the posting of business signs thereat, and the leasing of motor vehicle parking areas for the parking of car rental vehicles, adjacent to or in the immediate area of such passenger terminal, soliciting car rental business by any means at such locations, and the parking of cars for rent at such locations, all at the city municipal airport.

It shall be unlawful for any entity to operate a car rental service or business at, within, or upon the passenger terminal, including the driveways and parking areas servicing same, at Valley International Airport, without first obtaining a permit therefor from the city. Such permit shall be in the form of lease from and granted at the sole option of the city to such an operational entity, providing for the leasing of car rental booth and office space in such passenger terminal building, and the leasing of car rental vehicular parking space for the parking and storage of motor vehicles for rental by such entity awaiting pick-up and use by persons renting same, with such parking space being adjacent to or in the near vicinity of such passenger terminal building, and with such lease further authorizing the operation of such car rental service at such passenger terminal. The terms and conditions of such leases shall be individually negotiated by and between the city and the recipient thereof, but with all of such lease-permits being uniform as to lease rental consideration, and/or permit fee amounts as related to the size of the booth, office, and vehicle parking areas leased, and the volume of business conducted.

No car rental operations shall be permitted at such passenger terminal, by the aforesaid lease-permits, or otherwise, save and except from car rental booth and office space in such passenger terminal leased therefor, and from car rental motor vehicle parking areas adjacent to or in the near vicinity of such passenger terminal. The number of such lease-permits issued and operating shall be determined by the city, by and through its airport board, herewith designated and authorized as the authorized representative of the city for such purpose, with the determination of such number of lease permits to be issued and operating from time to time to be based upon the reasonable and accommodating needs of the public utilizing such services at such passenger terminal, and with such limitations thereof being necessary for the health, safety, convenience, and other welfare of persons utilizing the overall services of the passenger terminal and related servicing facilities at the city municipal airport, for the reason that ever increasing traffic activity at such passenger terminal involving privately owned and/or operated vehicles, taxicabs, buses, limousines, vans, motel and hotel courtesy vehicles, and other motor vehicles transporting passengers for hire, and further resulting from required basic services at such passenger terminal, including the negotiating for and the purchase of air flight tickets, processing air flight baggage, boarding and departing from commercial passenger aircraft, dispatching departing passengers, meeting arriving passengers, food, beverage, and restroom accommodations for persons involved in the foregoing, requires the limitation of such car rental operations to the extent sufficient to fulfill such reasonable and accommodating car rental needs of the public.
