Fees for the purpose of carrying on the responsibilities of the surface water management utility, including but not limited to system extension charges and rate adjustments, shall be prescribed by resolution of the city council.

Fees and charges to be charged as a condition of issuance of any permit or authorization requiring approval of the utility or in responding to a request for services to be provided by the utility shall be prescribed by resolution of the city council.
