Fees for the purpose of carrying on the responsibilities of the sanitary sewer, including but not limited to fees, adjustments and billing periods for single-family residences, duplexes, triplexes, commercial accounts and residential accounts containing more than three living units, shall be prescribed by resolution of the city council.

Fees and charges to be charged as a condition of issuance of any permit or authorization requiring approval of the utility or in responding to a request for services to be provided by the utility shall be prescribed by resolution of the city council.

City staff, including but not limited to the finance and public works departments, may establish procedures pertaining to the billing and collection of service charges and other fees imposed pursuant to this chapter.
